Statement of Work (SOW) / Performance Work Statement (PWS)

To procure one (1) 6x6 Utility Task Vehicle (UTV) capable of operating in steep and rugged terrain.

• Vehicle Specifications: The UTV must be a 6x6 model with a selectable 4WD/6WD auto-locking front differential. Key requirements include a 1570 lbs. payload capacity, low center of gravity, 13 inches of ground clearance, HIGHT rated tires (thicker ply, not stock), 3,000 lbs towing capacity, disc brakes, and a 250 lbs tailgate load capacity. The wheelbase must be a minimum of 115 inches. It requires an HMWPE full skid plate, full hard roof, a brake holding emergency brake mechanism (not just a gear), a full standard windshield, and a rear poly window (not glass). Hard half-doors without windows are required, along with side mirrors that flip in. Storage includes dash nets and under-seat bins (driver and center).

• Delivery: The UTV must be delivered to the Humbolt-Toiyabe National Forest Supervisors Office, 1200 Franklin Way, Sparks NV. 89431.

• The vendor must notify the Contracting Officer's Representative (COR) when the vehicle is complete and ready for delivery.

• The COR and vendor will arrange a specific time for inspection.

• The COR will inspect for deficiencies. All discrepancies must be corrected before acceptance and invoice submission.

• The COR will promptly indicate acceptance or rejection.

• The warranty period begins after the UTV is accepted.

• Any work during or after delivery is at no additional cost to the Government.

• Warranty response time will be coordinated between the COR and the Contractor.

The Government has two vehicles available for trade-in:

1. 1999 Honda Fourtrax 300X (TRX): Engine runs, but has a fuel leak, dead battery, unknown mileage, and cracked/broken fenders.
2. 2014 Polaris ATV Sportsman 570 EFI w/winch: Engine runs, but has a dead battery and unknown mileage.
3. 2002 Polaris ATV Sportsman 500 w/winch: Engine runs, but has a dead battery, fuel leak, and 535.7 hours recorded.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for a UTV, 6x6, 6WD, and includes trade-in options for three used ATVs. The acquisition is set aside for small business concerns.

• Item 01: One (1) UTV, 6x6, 6WD, meeting all specifications detailed in the Statement of Work (SOW).

• Item 02: Delivery of the UTV to 1200 Franklin Way, Sparks, NV 89431.

• Items 03-05: Trade-in of three specified used ATVs (1999 Honda Four-trax 300X, 2014 Polaris ATV Sportsman 570 EFI w/winch, 2002 Polaris ATV Sportsman 500 w/winch).

• Vendors must quote on all items and meet ALL specifications in the SOW.

• Technical requirements are detailed in Attachment 2 – Statement of Work (SOW).

• Anticipated contract type: Firm Fixed Price.

• The Government intends to make one award.

• Quotes Due: February 20, 2026, by 08:00 MT.

• Submission Method: Email to barclay.webster@usda.gov.

• Questions Due: February 18, 2026.

• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, considering equal importance of: Highest Technically Rated with reasonable pricing and delivery time, and acceptable or neutral past performance.

  • Price: Evaluated for fairness and reasonableness; lowest price from a qualified SAM-registered vendor considered more favorably.
  • Made in America: Items made in America will be considered more favorably.
  • Technical Acceptability: Must meet or exceed all salient characteristics in the SOW, be clearly identified (make, model, or "equal"), include sufficient descriptive literature, and be available for delivery within the timeframe.
  • Delivery/Completion Date: Shorter completion periods may be viewed more favorably.
  • Past Performance: No negative data in SAM, FAPIIS, CPARS, PPIRS, or other reporting systems (terminations for cause or default are negative).

• Set Aside: Small Business.

• Requirement: Vendor must be registered and active in SAM as a Small Business to submit a quote.

This acquisition is a Total Small Business Set-Aside.

• One (1) 6x6, 6WD UTV meeting specifications in the SOW.

• All labor, parts, and products must meet manufacturer's specifications. Non-OEM aftermarket items are permissible if they meet specifications. No used parts are authorized.

• Three (3) trade-in vehicles are included: 1999 Honda Four-trax 300X, 2014 Polaris ATV Sportsman 570 EFI, and 2002 Polaris ATV Sportsman 500.

• Anticipated contract type: Firm Fixed Price.
