This document is a combined synopsis and solicitation (RFQ) for commercial items, prepared in accordance with FAR Part 12. It constitutes the only solicitation, and no separate written solicitation will be issued. The U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) in Los Lunas, NM, requires the purchase of one (1) Polaris Ranger XP1000 Northstar (brand name or equal), one (1) set of Tracks, and one (1) Track Installation Kit. The acquisition is set aside for 100% small business concerns.

• Delivery of all items approximately 90 days after receipt of award (ARO). Early deliveries are accepted.

• All items must meet the specifications detailed in Attachment 1 - P03 1166316 Snow UTV Specifications.

• Anticipated award of one firm-fixed-priced contract.

• The applicable North American Industry Classification Standard (NAICS) Code is 336991 - Motorcycle, Bicycle, and Parts Manufacturing, with a small business size standard of 1,050 employees.

• Proposal Submission Deadline: April 20, 2026, 5:00 PM ET.

• Submission Method: Email to Ms. C. Thomas, Contract Specialist, at chauquetta.thomas@usda.gov. Include the solicitation name and number in the subject line.

• Questions Deadline: April 16, 2026, 11:00 AM ET. Submit questions in writing to Ms. C. Thomas at the same email address.

• Evaluation Criteria: Award will be made to the lowest price technically acceptable quote. Offerors must demonstrate they meet minimum technical requirements and offer the lowest price.

• Technical Acceptability Requirements:

  1. Registration in the System for Award Management (SAM).
  2. A Capability Statement detailing dates of availability and how requirements will be met.
  3. Past Performance within the last 5 years.
  4. Completed pricing for all line items on page 1.

• Total Small Business Set-Aside. All responsible sources meeting the small business size standard may submit a quotation.

• Offerors must be registered and active in SAM.gov prior to award.

• The solicitation incorporates provisions and clauses by reference, accessible at https://www.acquisition.gov.

• Delivery Location: USDA NRCS New Mexico, 1036 Miller Rd, Los Lunas NM 87031.

• Offerors must include all applicable freight charges in their price quote.
