Scope of Work
The requirement is for portable, automated solutions capable of conducting hearing tests and hearing protection fit tests, designed to replace traditional sound-proof booths. Key system features include wireless connectivity to a control unit for self-administered tests, an intuitive user interface, and the capability for manual administration. Systems must support simultaneous testing of multiple individuals by a single administrator, export results in PDF and CSV formats, and store data securely. Audiometric tests should take 7-10 minutes, and fit tests 3-5 minutes.
Performance standards require high passive ambient noise attenuation (equivalent to or exceeding a single-wall sound booth, up to 60 dBA) and accurate audiometric testing in non-clinical environments. Systems must be Commercially Off-The-Shelf (COTS), manufactured in the United States, and compatible with various in-ear hearing protection devices. Integration with the Defense Occupational and Environmental Health Readiness System (DOEHRS) and compliance with DoD/DHA cybersecurity (RMF) are mandatory. Annual calibration and daily automated self-checks are required, with a desired five-year comprehensive warranty. Regulatory compliance includes ISO 13485, FDA registration, and adherence to ANSI, OSHA, IEC, and DoDI 6055.12 standards. The systems must be highly portable, delivered in a rugged case sized to fit under a commercial aircraft seat.
Approximately 300 service members require annual testing, with a likely maximum of 10 individuals tested per workday. Audiological review services are not part of this procurement, as they will be conducted by a military audiologist within the EUCOM Theater. The current place of performance is exclusively Camp Kościuszko, Poland.
