This document is a combined Sources Sought/Advance Notice, not a request for proposals. Its purpose is to enhance competition and allow industry adequate time to develop acquisition strategies for Combat Weapon System Technology and Engineering Support services.

The Integrated Combat Systems (ICS) Department (V) at Naval Surface Warfare Center Dahlgren Division (NSWCDD) requires support for combat system engineering, combat system certification, combat system test and evaluation, mission/force/System-of-Systems analysis and engineering, interoperability engineering, and human system integration. This includes developing, fielding, and sustaining operationally superior warfare systems and performing warfare analysis, research, development, integration, test and evaluation, and certification.

The current effort is supported under Seaport-NxG Contract No. N0017819D7230 Task Order No. N0017823F3002, awarded to Basic Commerce and Industries, Inc. The government contemplates award of a Cost-Plus-Fixed-Fee (CPFF) Level of Effort Task Order.

The resultant order will have a Base Period of twelve (12) months, with four (4) Option Years, each consisting of twelve (12) months, for a total of sixty (60) months if all options are exercised.

• RFP Number: N0017827R3104 (will be updated for FY27 release).
• Solicitation Availability: Anticipated in the PIEE Solicitation Module by February 2027, open for approximately 30 days.
• Performance Start: Anticipated no later than February 2029.
• Eligibility: Only Seaport MAC IDIQ holders are eligible for award. Registration in the PIEE Solicitation Module is required.
• Security: Prime contractor facility requires TOP SECRET clearance; personnel require SECRET clearance (interim acceptable).
• OCI: An Organizational Conflict of Interest Clause will be included.
• Industry Day: Scheduled for May 2026 at Dahlgren Theater. Exact date/time to be announced via amendment. Pre-registration is required.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the Statement of Work (SOW) for providing technical and engineering expertise to support systems engineering, analyses, and planning for current and future naval surface combat and warfare systems.
