Submission & Evaluation

  • A firm, fixed-price quote for 7-10 working days (in a separate attachment from technical submission). Weather standby days are included in the firm-fixed price.
  • A technical submission detailing qualifications and experience, including a work plan, equipment/personnel availability, and timeline adherence.
  • Listings of prior relevant contracts with project descriptions and professional references (at least two for similar services within the last four years, with preference for federal agencies). Past performance as a prime contractor is required.
  • System for Award Management (SAM) UEI. Evaluation factors are Technical Capability, Experience, and Past Performance, which are significantly more important than price. Quotations must be submitted via email to yangzhideng@usgs.gov; hardcopy quotations will not be accepted.
