This solicitation is for non-emergency ambulance transportation services required by the Northern Indiana Health Care System, its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics. The contractor will provide all necessary vehicles, personnel, management, supplies, equipment, and reporting for Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) services.

• Provision of non-emergency ambulance transportation services (Stretcher, BLS, ALS, CCT).

• Services required 24 hours a day, 7 days a week.

• Contractor must provide all vehicles, personnel, management, supplies, and equipment.

• Specific requirements for contractor personnel qualifications, background checks, and TB testing.

• Vehicles must meet all applicable federal, state, and local regulations and specifications.

• Use of VetRide Vendor Portal or VA-Approved Transportation Software for trip requests and invoicing.

• Adherence to specific response times for emergent, urgent, and scheduled transports.

• Compliance with COVID-19 and other infectious disease protocols, including PPE usage and vehicle cleaning.

• Period of Performance: Five (5) one-year ordering periods, starting March 2, 2026, through March 1, 2031.

• Estimated Maximum Total Value: $1,000,000.00 across all ordering periods.

• Guaranteed Minimum: $1,000.00 for the fiscal year of award.

• Firm Fixed Price (FFP) contract.

• Offer Due Date: February 16, 2026, 10:00 AM EST.

• All questions must be submitted in writing to the Contract Specialist no later than January 30, 2026, 10:00 AM EST. Phone calls will not be accepted.

• No site visit will be conducted.

• Evaluation will be based on Price and Past Performance.

• Offerors must submit a signed SF1449, completed price schedule, and all certifications listed in the PWS.

• This acquisition is unrestricted.

• FAR 52.212-1, 52.212-4, 52.212-3, and 52.212-5 are incorporated by reference or attached.

• Detailed invoicing procedures, including wait time and mileage calculations, are specified.

• Contractors must comply with Service Contract Act wage determinations as listed in Section D.

This is a pre-solicitation notice for Ambulance Services for the Northern Indiana Health Care System (NIHCS), its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics. The Veterans Health Administration (VHA), Network Contracting Office (NCO) 10 requires these services to be provided 24 hours per day, 7 days per week.

• Provision of Basic Life Support (BLS), Advanced Cardiovascular Life Support (ACLS), and Specialty Care Ambulance Services.

• Contractor must provide all vehicles, personnel, management, supplies, transportation, equipment, materials, and reports.

• Services are primarily required within Veterans Integrated Service Network 10 (VISN 10).

• The procurement is being solicited under FAR Parts 12 & 13.

• The solicitation is expected to be published on or about January 15, 2026.

• Offers are due by February 16, 2026, at 10:00 AM Eastern Standard Time.

• There will not be a site visit.

• All relevant solicitation documents and any amendments will be posted on Sam.gov.

• This requirement is a 100% small business set-aside.

• The North American Industry Classification Code (NAICS) is 621910 Ambulance Services, with a size standard of $22.5 million.

• Offerors must ensure their registration in SAM is active, current, and accurate, including NAICS code 621910.
