Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive Patient Assisted Parking Services exclusively at the main entrance of the Albany Stratton VA Medical Center (VAMC).

• Provide Parking Lot Attendant Services for one designated patient parking lot and the facility's front circle.

• Maintain continuous coverage during operating hours (Monday-Friday, 7:00 a.m. to 3:00 p.m.), excluding Federal Holidays.

• Staff must be capable of delivering respectful, professional, and meaningful customer service to Veterans of all abilities and their caregivers.

• Attendants will receive and safely park vehicles.

• Contractor must furnish all necessary labor, supervision, materials, equipment, and supplies.

• Vehicle wait times for drop-off and pick-up must not exceed ten (10) minutes at any time.

• Contractor must promptly correct any employee deficiencies.

• All employees shall perform duties in a professional, courteous, and respectful manner.

• Daily count of vehicles parked must be submitted to the COR.

• Period of Performance: One base year (10/1/2026-9/30/2027) followed by four option years.

• Place of Performance: Albany Stratton VAMC main entrance, patient parking lot, front circle, curbside area, walkways, and driveways.

• Staffing: Minimum of five full-time staff with staggered start times anticipated. Minimum of three attendants, maximum of five, based on demand. One Supervisor assigned daily. Minimum of two Parking Attendants.

• Contractor Qualifications: Minimum of five years of demonstrated experience. Employees must hold a valid U.S. driver's license (2+ years experience), be U.S. citizens, fluent in English, and have at least six months of relevant experience in a healthcare setting.

• Equipment: Contractor to provide podium, lock boxes, walkie-talkies, cones, app-based claim-check system (with paper backup), uniforms, and approved signage (including "No Tipping").

• Uniforms: Contractor-provided, displaying contractor logo and company name.

• Signage: Contractor to furnish and install, subject to COR approval.

• Customer Service: Treat all patients and visitors courteously and respectfully. Comply with all driving laws and VAMC traffic regulations.

• Vehicle Handling: No unattended running vehicles. Keys secured in lock boxes. Vehicles locked. No charging additional fees for staffing adjustments.

• Claims & Accidents: Contractor is responsible for all vehicle damage, negligence claims, and accidents.

• Tipping: Strictly prohibited.

• Identification: Contractor employees must obtain VAMC contractor ID badges, be fingerprinted, and wear badges at all times.

• Training: Employees must complete required training and orientation prior to work commencement.

• VA Regulations: Contractor employees must adhere to VAMC regulations regarding parking, smoking, cell phone use, and weapons. Personal cell phone use during duty hours is prohibited.

• No Tipping: Explicitly prohibited.

Sources Sought Notice

This notice is for market research purposes to gather information regarding the availability of contractors capable of providing Patient Assisted Parking Services at the Samuel S. Stratton VA Medical Center in Albany, NY. The government is seeking to establish this new service effective October 1, 2026. This is not a solicitation, and no contract will be awarded based on this notice. Any information provided may be used to create a future solicitation.
