This solicitation is for Non-Emergent Medical Transportation (NEMT) services for Veteran patients of the Veterans Affairs Long Beach Healthcare System (VALBHS). Services include wheelchair, gurney, and hired car transportation, operating 24/7, including holidays.

• Provide wheelchair, gurney, and hired car transportation services.

• Operate a dispatch center 24/7, with two dispatchers on-site at VALBHS from 6:00 am to 6:00 pm, Monday-Friday.

• Services are required within Southern California, Arizona, and Nevada.

• Vehicles must meet specific specifications including functional HVAC, safety restraints, first aid kits, fire extinguishers, communication devices, and surveillance cameras with audio.

• Drivers must possess current First Aid certification and be licensed to operate the required vehicles.

• Transport of patients with infectious diseases and those requiring constant watch is required.

• Utilize VetRide or VA-Approved Transportation Software for all requests, updates, and invoicing.

• Maintain a Quality Control Plan (QCP) and adhere to performance standards.

• Contract Type: Firm-Fixed-Price, Indefinite Quantity.

• Period of Performance: Base period from April 1, 2026, to September 30, 2027, with four option periods.

• Estimated Value: $19 Million (for the base period).

• Offers are due by January 16, 2026, at 1:00 PM PST.

• Questions are due by January 8, 2026, at 1:00 PM PST.

• Evaluation will be based on Technical Approach, Experience, Required Documents, and Price. LPTA will not be used; best value will be determined.

• Offerors must be registered in SAM.
