Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-emergency ambulance and wheelchair van transportation services for the Wilmington VA Medical Center (WVAMC), its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics. Services are required 24/7, including weekends and holidays.

• Provide Basic Life Support (BLS), Advanced Life Support (ALS), Critical Care Transport (CCT), Specialty Care Transport (SCT), and Wheelchair Van (WC Van) transport services.

• Services include all vehicles, personnel, management, supplies, and equipment.

• Transport of patient luggage, medical records, and medication is also required.

• Contractor personnel must be courteous, professional, and meet all specified qualifications and certifications.

• Drivers must possess valid licenses and relevant certifications.

• Personnel must pass background checks and adhere to TB testing requirements.

• Vehicles must meet all federal, state, and local regulations and safety standards.

• Response Times:

  • Scheduled transports: Arrive on time.
  • ALS, CCT, SCT Emergent (VA Originating): Within 30 minutes of call.
  • Add-ons/Non-emergent (WVAMC Pickup): Within 60 minutes of order.
  • Non-WVAMC Pickup (Short Notice): Within 60 minutes of order.

• Availability: Sufficient vehicles and personnel for up to two (2) simultaneous ambulance transports (one may be CCT/SCT) and three (3) simultaneous WC Van transports.

• Reporting: Utilize VetRide or VA-approved transportation software for trip requests, status updates, and claims submission.

• Invoicing: Submit invoices via HCFA 1500 within 30 days of service.

• Quality Control: Maintain a Quality Control Plan (QCP) and adhere to performance standards outlined in the PWS and QASP.

• Period: Effective from Date of Award through the end of a 5-year ordering period.

• Place: Variable, within Delaware, Pennsylvania, and New Jersey. Services may be required to/from WVAMC, its CBOCs, other VA Medical Centers, non-VA facilities, community care facilities, veteran residences, and local airports.

• Personnel Qualifications: EMTs, Paramedics, and drivers must meet specific federal, state, and local requirements, including certifications and background checks.

• Vehicle Requirements: Ambulances and WC Vans must meet all applicable regulations and safety standards. Vehicles must be clean and well-maintained.

• COVID-19/Infectious Diseases: Contractors must not refuse transport of COVID-19 positive patients and must adhere to VA/CDC guidance on PPE and vehicle cleaning/disinfection. A written policy for preventing disease spread is required.

• HIPAA Compliance: Strict adherence to privacy and security of Protected Health Information (PHI) is mandatory.

• Insurance: Maintain Worker's Compensation, Employers Public Liability, and Medical Liabilities Insurance.

• Training: Annual compliance, privacy policy, and cyber security training is required for contractor personnel.

• Reporting: Submit various reports as required, including incident reports, quality control plans, and certifications.

• Invoicing System: Must utilize VetRide or VA-approved transportation software for all transactions.

This notice is for informational and planning purposes only to determine market interest for contracted non-emergency ambulance and wheelchair van transportation services for the Wilmington VA Medical Center (WVAMC) and its associated clinics. The VA is assessing interest among Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), small businesses, and large businesses to potentially set aside a 5-year contract.

The contractor shall provide all vehicles, personnel, management, supplies, equipment, and reporting for Basic Life Support (BLS), Advanced Life Support (ALS), Critical Care Transport (CCT), Specialty Care Transport (SCT), and Wheelchair Van (WC Van) transport. Services must be available 24/7, including weekends and holidays.

Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington, DE 19805, serving New Castle County, DE; Philadelphia County, PA; Chester County, PA; Delaware County, PA; Salem County, NJ; Cumberland County, NJ; Cape May County, NJ; and Atlantic County, NJ.

An Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated, with a potential duration of five years.
