Scope of Work

The contractor will provide comprehensive non-emergency transportation services, including Basic Life Support (BLS), Advanced Life Support (ALS), Critical Care Transport (CCT), Specialty Care Transport (SCT), and Wheelchair Van (WC Van) transports. Services must be available 24 hours a day, seven days a week, including weekends and holidays. This includes providing all necessary vehicles, personnel, management, supplies, equipment, and reporting. Personnel must meet specific qualifications, certifications, and pass background checks. Vehicles must comply with federal, state, and local regulations.

Place of Performance

Services will primarily support the Wilmington VA Medical Center (1601 Kirkwood HY, Wilmington, DE 19805) and its Community-Based Outpatient Clinics (CBOCs). The service area covers New Castle County, DE; Philadelphia, Chester, and Delaware Counties, PA; and Salem, Cumberland, Cape May, and Atlantic Counties, NJ. Transports may occur to/from WVAMC, CBOCs, other VA Medical Centers, non-VA facilities, community care facilities, veteran residences, and local airports.

Contract Details

The anticipated contract will be a single 5-year Indefinite Delivery Indefinite Quantity (IDIQ) agreement. The applicable NAICS Code is 621910 (Ambulance Service), with a Business Size Standard of $22.5 Million.

Interested firms capable of meeting the requirement should provide the following:
