Sources Sought Notice / Market Research

This notice is for informational and planning purposes to identify qualified, experienced, and interested sources for Basic Life Support (BLS) and Advanced Life Support (ALS) Ambulance Transportation Services for the Northampton and Central Western Massachusetts VA Medical Center. The VA is conducting market research and this is not a solicitation. Responses will not be considered proposals.

The VA requires ambulance transportation services for its beneficiaries, including BLS and ALS. The contractor must have existing capabilities to service all counties of Maine. An estimated 2,000 trips per year are anticipated, with an average mileage of 20 miles per transport. The primary NAICS code is 621910 (Ambulance Services) with a size standard of $23 Million. Small, non-profit, and large business concerns are encouraged to respond. SDVOSB/VOSBs are highly encouraged.

• Company Information: Name, address, point of contact (name, phone, email).
• SAM Registration: Confirmation of registration in the System for Award Management (SAM).
• Small Business Status: Evidence of small business status (if applicable), including NAICS codes listed in SAM. CVE certified SDVOSB or VOSB (or in process) must provide evidence of certification.
• Federal Supply Schedule (FSS): If applicable, provide GSA Contract Number and SINs.
• Capabilities/Qualifications: Written evidence of capacity, skills, required licenses, and existing capabilities to perform services in the specified geographic areas (all counties of Maine).
• Past Experience: Brief company history, summary of similar projects (prime or subcontractor), contract number, period of performance, and one professional reference with contact information.

• A PWS (Performance Work Statement) titled "PWS AMBULANCE - Northampton" is attached.
• The contracting office is located in Augusta, ME (04330).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Basic Life Support (BLS) and Advanced Life Support (ALS) Ambulance Transportation Services to beneficiaries of the Northampton and Central Western Massachusetts VA Medical Center (Northampton VA).

• Provide 24/7/365 ambulance services (BLS and ALS) originating from VA facilities.

• Transport VA beneficiaries from their place of origin to their place of treatment.

• Estimated volume: 2,000 trips per year (approx. 140 BLS and 20 ALS trips per month).

• Average mileage per transport: approximately 20 miles.

• Services cover the Northampton VA Medical Center and five community-based outpatient clinics (CBOCs), as well as the Albany Regional Airport.

• Contractor must provide all equipment, personnel, supervision, and support.

• Response Time: 30 minutes for unscheduled BLS and ALS requests.

• Compliance Rate: Maintain a minimum 95% compliance rate for responses.

• Quality Standards: Adhere to the highest quality standards of patient and medical care, and city, county, and state protocols for emergency medical care.

• Reporting: Provide "Run Sheets" with patient vital signs, medications, etc.; submit incident/accident reports within 48 hours; notify COR of beneficiary complaints within 24 hours.

• Contract duration: Base period plus four additional ordering periods.

• Performance locations include Northampton VA Medical Center, Pittsfield CBOC, Fitchburg CBOC, Springfield CBOC, Greenfield CBOC, Worcester CBOC, and Albany Regional Airport.

• Personnel Qualifications: EMT-B and EMT-P certifications required, adherence to DHHS training standards, valid driver's licenses, and ongoing training.

• Vehicle Requirements: Ambulances must meet minimum federal, state, and local specifications for ALS and BLS services, including safety inspections and equipment.

• Licensing: Business, vehicles, and personnel must be licensed in accordance with Massachusetts regulations (105 CMR 170.00).

• Health Requirements: Tuberculosis testing, Hepatitis B vaccination, and COVID-19 protocols (vaccination or negative test) are mandatory for personnel with direct patient contact.

• Insurance: Maintain personal liability, automobile liability, and property damage insurance.

• HIPAA Compliance: Contractor is a covered entity and must enter into a Business Associate Agreement (BAA).

• Invoicing: Submit invoices via the VetRide Vendor Portal or VA-approved software using HCFA 1500 form within 30 days of service. No billing of VA beneficiaries, third-party insurance, Medicare, or Medicaid.

• Subcontracting: Allowed, but subcontractors cannot bill the VA directly; contractor is responsible for subcontractor payment.
