Sources Sought Notice

This is a Sources Sought Notice issued by the Department of Veterans Affairs, Network Contracting Office 17, for Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) Services. The purpose is to conduct market research to define the procurement strategy for a future solicitation. This notice is NOT a solicitation for proposals.

• Service: Emergent, Non-Emergent Advanced Life Support (ALS), Basic Life Support (BLS), and Critical Care Transport (CCT), Tier 1, 2, and 3 ambulance services.
• Location: Central Texas Veterans Health Care System (CTVHCS) Catchment Area of Operations.
• Frequency: On-as-needed basis.
• Estimated Volume: Approximately 4,692 patient trips per year.
• Regulations: Services must comply with all federal, state, and local regulations.

Interested contractors are requested to respond by June 4, 2026, 15:00 Central Time. Responses should include:

• Business Name, Address, Point of Contact (Name, Phone, Email)
• SAM UID Number and SAM registration status/expiration
• NAICS Code (621910)
• Business Size (Small/Large) and Type (SDVOSB, VOSB, 8(a), HUBZone, WOSB, etc.)
• Past performance details for Patient Transport Services within the last 5 years (including services provided: ALS, BLS, CCT).
• GSA or VA Federal Supply Schedule (FSS) contract details, if applicable.
• Current fleet size and ability to acquire additional vehicles.
• Estimated market research pricing (e.g., per mile, base rate mileage) - not mandatory but encouraged.
• Estimated percentage of subcontracting.

The VA is particularly interested in determining the availability of Small Businesses capable of providing these services. All eligible businesses are encouraged to reply to help determine potential set-asides.

This information will be used to define the procurement strategy for a solicitation the VA intends to post soon.

This questionnaire is crucial for potential bidders to understand the scope of services the government is considering procuring, which appears to be comprehensive ambulance and patient transport services. Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for contracted ambulance transportation services for the Central Texas Veterans Health Care Center (CTVHCS), its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics. The contractor shall provide Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) services 24/7.

• Provide emergent and non-emergent BLS, ALS, and CCT (Tier 1, 2, and 3) ambulance services.

• Transport patients, luggage, medical records, and comfort items.

• Personnel must be courteous, professional, and meet specified qualifications (EMTs, CCTPs, drivers).

• Vehicles must meet federal, state, and local regulations and be maintained in good repair.

• Utilize the VetRide Vendor Portal or VA-Approved Transportation Software for all transports.

• Provide a Quality Control Plan (QCP) and adhere to performance standards.

• 24/7 availability and up to 4 simultaneous transports.

• Scheduled patient pick-ups must not deviate more than 15 minutes past the scheduled time.

• Emergent transports (VA initiated) require a 30-minute response time.

• Add-on/non-scheduled transports (CTVHCS pick-up) have a 60-minute response time.

• Incident reporting within one hour of occurrence.

• Monthly invoicing with secondary documentation.

• Contract period: Effective from Date of Award through 12 months.

• Place of Performance: Variable, within the states of Texas, including CTVHCS facilities, veteran residences, and other authorized VA medical centers/clinics.

• Contractor personnel must undergo background investigations.

• Adherence to HIPAA, Blood Borne Pathogens, and infectious disease protocols (including COVID-19).

• Provide annual VHA training for relevant personnel.

• Maintain required insurance (Worker's Compensation, Public Liability, Medical Liabilities).

• Comply with environmental management systems and EPA regulations.

• Registration with Contractor Performance Assessment Rating System (CPARS) is required for contracts exceeding $1,000,000.

• Adherence to NARA records management language for contracts.
