Performance Work Statement (PWS)

This PWS outlines the requirements for contracted non-emergency ambulance transportation services for the Rocky Mountain Regional VA Medical Center (RMR) and its associated Community-Based Outpatient Clinics (CBOCs). The goal is to provide reliable, 24/7 ambulance services including Stretcher Transports for Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT).

• Provide all necessary vehicles, personnel, management, supplies, and equipment for ambulance services.

• Services include BLS, ALS, and CCT (Tiers 1, 2, and 3) on an as-needed basis.

• Transport of patient luggage, medical records, and comfort items is permitted.

• Contractor personnel must be courteous, professional, and meet all specified qualifications and certifications.

• Drivers must possess valid licenses and meet specific driving record requirements.

• Personnel are subject to background investigations (Special Agreement Checks - SAC) and must pass drug screening and TB testing.

• Contractor must provide a Tuberculosis (TB) exposure control policy and ensure personnel testing.

• Vehicles must meet all federal, state, and local regulations and be maintained in good repair.

• Contractor personnel must conduct themselves professionally and be clearly identified.

• Utilize VetRide or VA-Approved Transportation Software for all trip requests, responses, and claims submission.

• Invoices must be submitted via HCFA 1500 within 30 calendar days of service.

• Response times: 30 minutes for emergent VA transports, 60 minutes for unscheduled RMR pickups, and 30 minutes for non-RMR unscheduled pickups.

• Contractor must be capable of handling up to thirty (30) simultaneous transportation requests.

• Maintain a Quality Control Plan (QCP) detailing deficiency prevention, corrective actions, and record-keeping.

• Minimum performance standards include on-time service (97% AQL), incident reporting (97% AQL), and invoice accuracy (95% AQL).

• Services are required 24 hours a day, seven days a week, including weekends and holidays.

• Service area covers the Rocky Mountain Regional VA Medical Center and its 13 CBOCs, serving specific zip codes and counties in Colorado.

• Compliance with all federal, state, and local regulations.

• Adherence to VA's NO SMOKING policy.

• Personnel must meet specific training and certification standards (e.g., EMT, CCTP).

• Background checks and fingerprinting are required for all personnel.

• COVID-19 and other infectious disease protocols, including PPE usage and vehicle cleaning/disinfection, must be followed.

• Contractor must maintain appropriate insurance, including Worker's Compensation and public liability.

• HIPAA compliance is mandatory.

• Adherence to Wage Determination(s) as listed in Section D.

• Registration with Contractor Performance Assessment Rating System (CPARS) is required for contracts over $1,000,000.
