This solicitation is for non-emergency ambulance transportation services for eligible Veterans at the Canandaigua, New York VA Medical Center and the Rochester, New York Outpatient Clinic (ROPC). The contractor will be required to provide vehicles, personnel, management, supplies, and equipment for Non-Emergent Stretcher Transports, Basic Life Support (BLS), and Advanced Life Support (ALS) services on an as-needed basis.

• Provision of Non-Emergent Stretcher Transports, BLS, and ALS ambulance services.

• Availability of services 24 hours a day, 365 days a year.

• Transport of miscellaneous items with the patient (e.g., luggage, medical records, medication).

• Contractor personnel must be courteous, professional, and meet specific qualifications (EMTs, drivers, etc.).

• Vehicles must meet all applicable federal, state, and local regulations and safety standards.

• Compliance with IT security, HIPAA, and bloodborne pathogen protocols.

• Utilization of VetRide Vendor Portal or VA-approved Transportation Software for trip requests and invoicing.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Date of Award through April 30, 2031.

• Place of Performance: Variable, within New York State, including Canandaigua VA Medical Center, Rochester ROPC, other VA Medical Centers, hospitals, CBOCs, non-VA medical facilities, community care facilities, and veteran residences.

• Offers are to be submitted electronically in two parts: Technical and Price Quote (B.3 Price Schedule) to Lisa.Harris4@va.gov.

• Offerors must include solicitation number, name, address, UEI, EFT indicator, information for evaluation factors, completed representations/certifications, and a statement of agreement with terms.

• Offers must be held firm for 60 calendar days.

• Evaluation will be based on technical capability, past performance, and price.
