This solicitation is for ground ambulance services for the Southern Arizona VA Healthcare System (SAVAHCS), its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics. The services are required on an as-needed basis, 24 hours a day, seven days a week, including weekends and holidays.

• Provision of non-emergent Basic Life Support (BLS), Advanced Life Support (ALS), and Specialty Care Transport (SCT) or Critical Care Transport (CCT) ambulance services.

• Contractor personnel must meet specific qualifications, including valid driver's licenses, EMT/Paramedic certifications, and pass background checks.

• Vehicles must meet all applicable federal, state, and local regulations and safety standards.

• Contractor must utilize the VetRide Vendor Portal or VA-Approved Transportation Software for trip requests, status updates, and claims submission.

• Specific response times are required for scheduled and unscheduled transports.

• Contractor must adhere to a Tuberculosis Exposure Control Policy and provide written confirmation of TB testing for personnel.

• Compliance with HIPAA and OSHA Blood Borne Pathogens protocols is mandatory.

• Critical Care Transport (CCT) capabilities require specific drug supply and equipment, including Zoll X Series Critical Care Monitor capabilities.

• The contract period for ordering is from February 1, 2026, through September 30, 2030.

• The contract is an indefinite-quantity contract.

• The NAICS code is 621910 (Ambulance Services).

• The contract will be administered by the Department of Veterans Affairs, NCO22 Network Contracting.

• Offers must be submitted in two separate files: File #1 for General Information and Price/Cost Schedule, and File #2 for Special Standards of Responsibility (training, certifications, licenses).

• Key submission requirements include completing SF 1449, providing SAM UEI number, and submitting pricing in Section B.

• A site visit is scheduled for December 10, 2025, at 10:00 a.m. MST.

• Questions must be submitted via email by December 12, 2025, at 3:00 p.m. MST.

• Offers must be held firm for 60 calendar days from the offer due date.

• Evaluation will be based on Price and other factors considered, with the Government reserving the right to conduct discussions if necessary.

• This acquisition is set aside for Small Business.

• NAICS code 621910 has a size standard of $22.5 Million.

• Offerors must possess an Arizona State Certificate of Necessity to be eligible for award.

• Payment will be made via Electronic Funds Transfer (EFT) through the Tungsten Network.

• Invoices must be submitted monthly via the electronic HCFA 1500 in the VetRide Vendor Portal or approved software.

• The contract includes various FAR and VAAR clauses, including those related to contract terms, ordering limitations, options, security prohibitions, and evaluation factors.
