The VAPAHCS, its Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics require contracted non-emergent wheelchair and gurney transportation services. The contractor will be responsible for providing all vehicles, personnel, management, supplies, equipment, and necessary reporting. Services must be available 24 hours a day, seven days a week, including weekends and holidays. This includes transporting Veterans, occasionally with VA staff and equipment, as well as patient luggage, medical records, and medication.
Key performance standards include:
- Courteous and professional personnel with company identification.
- Drivers possessing valid licenses and meeting qualifications.
- Vehicles meeting federal, state, and local regulations and safety standards.
- Response times for unscheduled transports from VA Palo Alto within 30 minutes.
- Scheduled pick-up times not deviating more than 15 minutes.
- 97% on-time performance for scheduled pick-ups.
- Incident reporting within 1 hour by phone, followed by a written report.
- Monthly invoicing via VetRide Vendor Portal or VA-Approved Transportation Software.
