The Department of Veterans Affairs, Network Contracting Office 07, hereby issues Sources Sought Notice for market research and planning purposes only. All responses will be used for market research and planning purposes, to include, but not limited to determining the appropriate acquisition strategy and whether this requirement is eligible for a set-aside. No solicitation is being issued at this time but may be issued later. The Birmingham VA Medical Center, located at 700 19th St S, Birmingham, AL 35233, requires a contract for temporary lodging services to accommodate VA Beneficiaries authorized overnight stays under the VA Hoptel Program as described in the attached Performance Work Statement (PWS) draft. Interested, capable, and qualified vendors are encouraged to review the entire announcement, including attachments before responding to this notice. Responses to this notice shall be forwarded to Lasonja Harvey via e-mail at Lasonja.harvey@va.gov no later than Thursday, December 18, 2025 at 2pm ET. Responses to this notice are not considered quotes and will not be used to form a binding agreement. Additionally, vendors who choose to respond are responsible for covering any expenses they incur in preparing and submitting their responses, as the government will not reimburse or pay for any costs related to responding to this notice.

SOURCES SOUGHT RESPONSE:

Please review the attached PWS draft before submitting a response to this sources sought notice. If you are interested and capable of providing the services described, please provide the information and response to questions below by the suspense date noted above.

The Government requests responders provide the following:

Company Unique Entity Identifier (UEI) number

Company size status and representations of your business under North American Industry Classification System (NAICS) 721110 (i.e., Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business.

If you are identified as a SDVOSB/VOSB are you able to comply with the limitations on subcontracting for services as described at 13 CFR § 125.6 and certify to this compliance in accordance with VAAR 852.219-75, VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction.
