Request for Information (RFI)

This RFI is issued by the Department of Veterans Affairs (VA), Strategic Acquisition Center (SAC-F), for market research purposes. The VA is seeking information on companies capable of providing Loan Servicing (LS) services. The primary goals are to determine commercial practices, assess the feasibility of using GSA Federal Supply Schedules (FSS) or FAR Part 15, and evaluate the availability of Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) set-asides.

Respondents are asked to provide a capability statement addressing:

• Corporate profile (organization name, DUNS, website, contact info).

• Business size and proposed NAICS code (531311 is suggested).

• GSA Schedule/Contract Number.

• Details on current Loan Servicing systems, including proprietary status, web/cloud-based nature, and whether IT functions are in-house or outsourced.

• Experience with onshore/offshore operations, portfolio partitioning, custom reporting, and dashboard capabilities.

• Skip trace capabilities (in-house vs. third-party).

• Licensing for loan origination in all states and US territories.

• Relationships with National Title providers for VA PC recordation.

• Governance, quality management, and continuous process improvement approaches.

• Factors affecting pricing models.

• Understanding of VA requirements and any needed clarifications.

• Experience with system/platform/service data transfer and exchange with the VA.

• Experience integrating with government products or legacy systems.

• Description of Service Level Agreements (SLAs) and quality reporting.

• Skills and qualifications of key personnel.

• Percentage of technical capabilities resident in-house vs. requiring subcontractors.

• Security and privacy assurance, including compliance with regulatory frameworks.

• Experience with 508 compliant systems and assistive technologies.

• Information on system development, change management, and release schedules.

• Past experience providing similar VA Loan Servicing solutions, detailing automation, case management, financial processing, integration, and quality assurance aspects.

• Staffing capabilities for sizable loan portfolios.

• Whether the loan servicing system stores custodial documents with indexing capabilities.

• The Government will not pay for information provided.

• No basis for a claim against the Government shall arise from this RFI.

• Failure to submit sufficient detail may result in a company being considered not a viable source.

• Respondents are advised that the Government is not obligated to acknowledge receipt or provide feedback.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the U.S. Department of Veterans Affairs (VA) National Portfolio Servicing contract. The primary goal is to ensure efficient and effective servicing of the VA's loan portfolio, supporting the VA's mission of promoting home ownership for Veterans and service members.

The contractor will be responsible for comprehensive loan servicing, including:

• Escrow management

• Loan servicing (including Vendee, VASP, NADL, Partial Claims, and Repurchased loans)

• Custodial duties

• Loan sale processing

• Document procurement

• Approval and completion of loan terminations

• Vendee loan origination and underwriting

• Default servicing, including foreclosures and loss mitigation

• Property inspections and preservation

• Loan accounting and invoicing

• Managing information systems for loan data and reporting

• Providing customer service to borrowers and VA stakeholders

• Services must be provided in an accurate, timely, measurable, and fiscally responsible manner.

• Compliance with industry standards and VA policies is required.

• Specific performance details, deliverables, and reporting requirements are outlined throughout the document.

• The contractor must demonstrate the capability to advance at least $30 million in corporate funds/line of credit.

• Base Period: October 1, 2026 - September 30, 2027

• Four (4) one-year option periods, totaling five (5) years of performance.

• Work will primarily be performed at the Contractor's site, with occasional meetings at Government facilities.

• Services are to be provided within the United States (U.S.), including its territories and possessions.

• The contractor must possess the legal authority and be fully licensed and permitted in all U.S. states and territories to originate loans.

• Compliance with all applicable VA policies, federal, state, and local regulations and laws is mandatory.

• Strict adherence to security requirements, including background investigations for personnel, is required.

• Confidentiality and non-disclosure of VA information are critical.

• The contractor must provide a Quality Control Plan (QCP) and a Project Management Plan (PMP).

• Subcontracting goals for small businesses, particularly Veteran-owned small businesses, must be met.
