Scope of Work
This requirement is for continuous service of the Lynx Security/Access system, including remote programming support. Key deliverables include:
- Monthly testing of the Lynx duress system.
- Technical support during business hours (8:00 am - 5:00 pm CST, M-F) and emergency after-hours/weekend support.
- Product software updates upon release.
- Online support and training.
- 200 Text SMS Messages per month for support.
- 99 percent uptime requirement.
- Preventive maintenance and timely response to repair service calls.
- Contractor technicians must check in/out at VAPD building 202 and wear a government badge.

Evaluation & Submission
Offers will be evaluated based on Technical approach, Past Performance, and Price. The award will be made to the responsible Offeror whose offer is most advantageous to the Government. Required submission format includes:
- Executed Quote (SF1449).
- Price.
- Technical Approach (including authorization as a reseller of Lynx software).
- Past Performance. Quotes must be submitted via email to Contract Specialist Sherry Ploor at sharon.ploor@va.gov. The email size limit is 10 MB; large attachments may be sent over several emails.
Eligibility & Notes
This is a brand name Lynx requirement due to the existing integrated system. Offerors must be certified SDVOSBs and listed in the SBA certification database. They must also complete and sign the VAAR 852.219-75 certificate. Contractors are urged to read all items required for submission (Section E.2) and the basis of award (Section E.4) in the RFQ document.
