This is a combined synopsis/solicitation (Request for Quotation - RFQ) for commercial products or services. The acquisition is being conducted as full and open competition.

The solicitation requests firm-fixed-price quotations for the following items:

• Applicable Federal Acquisition Regulations (FAR) and Department of Commerce Acquisition Policy are through FAC 2026-01 dated March 13, 2026, and the Revolutionary FAR Overhaul (RFO).

• Submission Deadline: Electronic quotations must be received by 12:00 PM Eastern Time, June 5, 2026.

• Submission Method: Email to elizabeth.timberlake@Nist.gov with a copy to tracy.retterer@nist.gov. Reference the RFQ number in the subject line.

• Quotation Structure: Must be divided into three volumes: Volume I – Technical Quotation, Volume II – Price Quotation, and Volume III – Terms and Conditions.

• Evaluation Criteria: Award will be made to the responsible offeror who meets all required technical specifications and proposes the lowest price (lowest priced, technically acceptable offeror).

• Inquiries: Submit questions in writing to both elizabeth.timberlake@nist.gov and tracy.retterer@nist.gov no later than 4 business days from posting. Responses will be provided in an amendment.

• Small Business Size Standard: 1,000 employees.

• Registration: Offerors must have an ACTIVE registration in the System for Award Management (SAM.gov) at the time of quotation submission, award, performance, and final payment.

• Attachments include a Statement of Work and Applicable Provisions and Clauses.

• Offerors must clearly document how their proposed products meet or exceed all specifications.

• Country of origin and manufacturer authorization must be provided if applicable.

• Shipping and delivery costs must be included in the quotation.

• Any exceptions to terms and conditions must be clearly stated in the quotation.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure vacuum pumps and controllers to evacuate a synchrotron beamline to a pressure of 10^-10 torr, enabling measurements using extreme ultraviolet light. This is critical for the CHIPS project and the development of new materials, packaging, and production methods in chip manufacturing.

• Provide new Gamma Vacuum pumps (Brand Name or equal) and controllers.

• Specific items include:

  • Three (3) Gamma Vacuum pumps, P/N 200L-CV-8S-SC-110-N
  • One (1) Gamma Vacuum pump, P/N 400L-CV-8S-SC-110-N
  • One (1) XIA Model DP-03 (Brand Name or equal) Differential Ion pump
  • One (1) Gamma Vacuum controller, P/N QPC-4-P-S-1-US110-S-S-N
  • One (1) Gamma Vacuum controller, P/N MPCQ-2-P-S-1-US110-S-S-N

• All items must be new, in original manufacturer's packaging, and include all original documentation and software.

• "Gray market" components are not acceptable.

• Ultimate Pressure: 10^-11 torr or less for specified pumps.

• Pumping speed for N2: 200 L/s or greater for specified pumps.

• Starting pressure: 10^-4 torr or greater for specified pumps.

• Differential Pressure: 3 orders of magnitude or greater with high pressure side at 10^-6 torr or less for the XIA Model DP-03.

• Controllers must be capable of controlling specified Gamma Vacuum pumps and have configurable set points.

• Delivery: No later than 12 weeks after receipt of order.

• Place of Delivery: NIST (Gaithersburg), TBD, Bldg. 245, D-09 (SURF Loading Dock).

• Cybersecurity Privacy Requirements: Solution must provide security and privacy protection consistent with applicable federal laws, regulations, policies, and standards (e.g., FISMA, OMB Circular A-130, FIPS Publication 200). This includes system security plans, IT management processes, access controls, multifactor authentication, vulnerability scanning, incident response, and encryption (TLS 1.2 or better, FIPS 140-2/140-3 validated).

• Warranty: 12-month warranty from time of acceptance.

• Payment Schedule: 100% after installation and acceptance, followed by successful completion of testing and demonstration. Partial shipments/invoices are not accepted unless approved.

• Inspection & Acceptance: NIST will test, inspect, and accept or reject equipment within 14 days of receipt. NIST may forego acceptance testing at its discretion. Ownership transfers upon acceptance.
