Offerors must provide Valsartan tablets registered with RXNorm, First Data Bank, and Medispan prior to contract performance. Unit-of-use packaging must include child-proof closures and meet specific bottle and label dimensions. Bar code labeling at the unit-of-use package level, conforming to GS1-128 or HIBCC standards, is required. Offerors must possess FDA approval (NDA, ANDA, or Biologic License) for the offered drugs, and manufacturing facilities must comply with FDA current Good Manufacturing Practices (cGMP).

Contract Details

  • Type: Firm-fixed-price, requirements type contract (FAR 52.216-21).
  • Period of Performance: One base year with four one-year options, not to exceed five years.
  • Set-Aside: Unrestricted and fully competitive.

  • Contract Price Effective Date: No more than 60 days after award.

Submission & Evaluation

Offers must be submitted electronically via the Defense Logistics Agency Internet Bid Board System (DIBBS). Evaluation will be based on Lowest Price Technically Acceptable (LPTA) criteria. Proposals must include a Non-Price Proposal (Volume 1) and a Price Proposal (Volume 2). A reverse auction may be utilized for price negotiations.

Important Notes

Offerors must coordinate business-to-business agreements with DLA and VA Prime Vendor (PPV) contractors. Payments will be made by PPV contractors, not directly by the Government.
