Quick Summary

The Defense Logistics Agency (DLA) has issued a Presolicitation for a Valve, Butterfly (NSN 7H-4820-145441342). The government intends to solicit and negotiate with only one source, FAIRBANKS MORSE LLC (CAGE 7PZX0), due to data rights limitations. However, all responsible sources are invited to identify their interest and capability to respond. This opportunity is a 100% Total Small Business Set-Aside. Responses to the notice of intent are due May 22, 2026.

Scope of Requirement

This requirement is for 52 each of the Valve, Butterfly (NSN 7H-4820-145441342, P/N P12618763). Deliveries are required at W25G1U, DLA Distribution, New Cumberland, PA 17070-5002 and W62G2T, DLA Dist San Joaquin, Tracy, CA 95304-5000. The government does not own the data or rights needed to purchase/contract repair from additional sources, and it has been deemed uneconomical to buy the data or reverse engineer the part.

Contract & Set-Aside

This is a Presolicitation indicating an intent to award a contract under the authority of FAR 6.302-1 (Only One Responsible Source and Other Limited Circumstances). The proposed acquisition is 100% set aside for small business concerns. The solicitation will include one of the appropriate small business set-aside clauses (e.g., HUBZone, SDVOSB, EDWOSB, WOSB, HBCU/MI). The Government is using policies contained in FAR Part 12, Acquisition of Commercial Items.

Response & Evaluation

This notice of intent is not a request for competitive proposals. However, all proposals, quotations, or capability statements received within 45 days after the publication date (April 20, 2026) will be considered. The government's determination not to compete based on responses is solely at its discretion. Information received will primarily be used to determine whether to conduct a competitive procurement.

Related Market Research

An earlier Market Survey (not an RFQ) was issued by DLA Maritime Mechanicsburg to gather information from potential suppliers for the same NSN. This survey requested details on item availability, commerciality, pricing, delivery, company size, manufacturer information, cost/pricing data capability, dominant materials, manufacturing history, and willingness to accept option years. Vendors were asked to complete and return this survey to aid in generating a realistic solicitation.
