Evaluation
NAVSUP WSS Mechanicsburg will consider past performance in the evaluation of offers, in accordance with FAR 13.106(a)(2). A critical requirement for all offerors is a valid U.S. Security Clearance of CONFIDENTIAL or higher to access the classified annex (RFQ N00104-25-Q-ZD89). All classified material must be handled per NSPOM and Industrial Security Regulation.

This requirement is pursuant to Emergency Acquisition Flexibilities (EAF). Any resultant contract will be DX certified for national defense under the Defense Priorities and Allocations System (DPAS).
