Scope of Work
This opportunity involves the inspection and refurbishment of control valves, specifically to CAGE 78062, drawing 20380-001, and Maintenance Standard MS 5560-081-055 Rev B CHG 4. Key requirements include:
- Refurbishment: Parts replaced must conform to the Technical Data Package (TDP). The Prime Contractor must be the OEM for sole source repair, and refurbishment must follow NAVSEA approved MRO procedure (Sargent Engineering Document 11-000001 Rev. K).
- Testing & Certification: A Certificate of Tests is required for non-destructive, hydrostatic, and operational testing. Non-destructive testing must comply with T9074-AS-GIB-010/271, MIL-I-6868, ASTM-E1444, ASTM-E1417, or SAE-AMS-STD-2154.
- Traceability: A Certificate of Compliance (C of C) is required for SUBSAFE/Non-Level I material, traceable to each serialized component. Each component must have a unique, permanently marked serial number (MIL-STD-792).
- Welding/Brazing: When required, processes must adhere to S9074-AR-GIB-010A/278, 0900-LP-001-7000, or S9074-AQ-GIB-010/248. Procedures and qualification data must be submitted for approval prior to work.
- Configuration Control: The contractor must maintain total equipment baseline configuration and submit Engineering Change Proposals (ECPs) for Class I or II changes. Waivers/Deviations require Contracting Officer approval.
- Mercury Free: Materials must be free of mercury and mercury-containing compounds.
Quality Assurance & Compliance
Contractors must provide and maintain a quality system in accordance with ISO-9001 (with ISO-10012 or ANSI-Z540.3 with ISO-17025) or MIL-I-45208 (with MIL-STD-45662). The quality system is subject to Government evaluation and inspection at source. Detailed inspection records are mandatory. Final inspection includes material sampling per ANSI/ASQ-Z1.4 or approved Statistical Process Control (SPC). Certification data, including C of C and C of T, must be submitted via WAWF to Portsmouth Naval Shipyard for review and acceptance prior to shipment.
