Key Requirements & Evaluation

The Government requires an RTAT of 58 days, measured from asset return to acceptance. A price reduction will be incurred for each unit per month the contractor is late on RTAT, up to a specified maximum, unless the delay is excusable. Quotes should also specify if the price is Firm-fixed-Price, Estimated, or NTE, and include details for T&E fees if an asset is determined Beyond Repair (BR/BER). The Government intends to add an option quantity to the resultant contract. Freight is FOB Origin and handled by Navy CAV or Proxy CAV.
