Scope of Work

The requirement is for a complete flanged Shear Valve for a three-inch launcher, in accordance with NAVSHIPS drawing 711-4457300. Key aspects include:

  • Material Certification: Quantitative chemical and mechanical analysis for specified parts (Body, Needle Plug, Cap, Cutter) using QQ-N-281 Class A material. Material certification test reports must be complete, legible, and traceable to markings.
  • Component Identification: CID 730175102 must be added, either on a nameplate or identification plate per MIL-DTL-15024.
  • Manufacturing Standards: Internal threads must be cut (cold forming not acceptable) and inspected per FED-STD-H28 series or ASME B1. Thread lubricants containing molybdenum disulfide are prohibited; A-A-59004 must be used.
  • Quality Assurance: Contractors must provide and maintain a quality system compliant with ISO-9001 (amplified) and ISO-10012/ANSI-Z540.3, or MIL-I-45208/MIL-STD-45662. Government Quality Assurance at source is required, and the Contractor's quality system is subject to evaluation.
  • Welding/Brazing: Procedures and personnel must be qualified per S9074-AR-GIB-010A/278 or 0900-LP-001-7000. Consumed weld metal Certificates of Compliance are required.
  • Traceability: Strict traceability from material to certification test reports is mandatory for Level I/SUBSAFE systems, with specific marking and handling requirements. Traceability markings must be permanent and maintained through assembly.
  • Configuration Control: Contractor must maintain total equipment baseline configuration. Waivers/Deviations and Engineering Change Proposals (ECPs) require PCO approval and submission via the Electronic Contractor Data Submission (ECDS) system.
  • Mercury-Free: Materials must be free of mercury and mercury-containing compounds.
