Scope of Work & Key Requirements

• Technical Documentation: Access to technical documents, drawings, and specifications (including IRPOD, STRs, Military Specifications, and Commercial Item Descriptions) is available via the NAVSUP WSS e-commerce portal (https://logistics.unnpp.gov/ecommerce), which requires pre-registration and a password.
• Document Precedence: In case of conflict, amendments to the purchase order/contract take precedence, followed by the schedule of supplies, terms and conditions, IRPOD/Master Procurement Specification, invoked STRs, referenced drawings, and specifications.
• Revision Compliance: Contractors must comply with specified document revisions. Any use of alternative revisions requires written approval from the Contracting Officer.
• Waivers/Deviations: Requests for delivery date extensions or waivers/deviations must include a detailed explanation, justification, and an evaluation demonstrating no impact on quality, form, fit, or function. Supporting technical data is required for proposed alternate items.
• Mercury Exclusion: Mercury or mercury-containing compounds are prohibited from being intentionally added to or coming into direct contact with hardware or supplies.
• Quality Assurance: Quality assurance requirements are detailed in the IRPOD. Contractors must maintain an inspection system acceptable to the Government.
• Packaging: Packaging must comply with MIL-PRF-23199, MIL-DTL-24466 (green poly bags for cleanliness controls), and MIL-STD 2073. Fire retardant packaging is no longer required.
• Certificate of Compliance: A Certificate of Compliance (DI-MISC-81356) is required at the time of material delivery to NAVSUP-WSS code N9433.
• DD Form 1423: The solicitation provides extensive details and explanations for completing various blocks of the DD Form 1423, including inspection/acceptance codes, distribution statements, and pricing groups.
