Statement of Work (SOW) / Performance Work Statement (PWS)

To provide tree trimming and/or removal services at Vandenberg Space Force Base (VSFB) in a manner that maintains a healthy, thriving, attractive, and professional appearance of tree landscapes.

• Tree Trimming/Removal: Includes massive trimming and/or removal of trees, stump grinding, and immediate herbicide application to Eucalyptus stumps to prevent regrowth. Services must adhere to commercial and ANSI standards, including those for high-voltage power lines, tree pruning, tree support systems, nursery stock, and safety requirements.

• Spot Pruning: Requires a work order and contractor proposal with a job estimate within three (3) working days. Services are scheduled mutually and can be rescheduled by the government.

• Environmental Compliance: Work must comply with Federal, State, and Local regulations, including those related to nesting birds (Feb 15 - Aug 15), overwintering monarch butterflies (Oct 1 - Mar 31), and potential archaeological/historical resource surveys.

• Pesticide Use: All pesticides must be on the current Armed Forces Pest Management Board (AFPMB) Standard Pesticides List. Contractors must report pesticide applications monthly and possess valid California pest control licenses and business licenses.

• Power Line Tree Trimming/Removal: Specific clearance requirements apply for primary (over 600 volts) and secondary (under 600 volts) power lines. Coordination with the 30 CES Electric shop is required for power disruption.

• Stump Grinding: Includes removal of stumps and surrounding roots, filling holes with topsoil, and seeding/sodding.

• Restoration of Grounds/Fences: Contractor must restore affected grounds to a natural appearance and repair any fence damage. Site rehabilitation includes native vegetation and one year of weed control.

• Proposal Submission: Within three (3) working days after receipt of a work order.

• Work Order Completion: 95% of work orders completed as scheduled.

• Quality Control: Contractor must submit a Quality Control Plan (QCP) within 30 days of award, detailing inspection systems, defect prevention methods, and record-keeping.

• Performance Evaluation: Services will be evaluated based on defect levels (Excellent, Very Good, Satisfactory, Unsatisfactory) and compliance with permits, regulations, and directives.

• Services are to be performed at Vandenberg Space Force Base (VSFB).

• Hours of Operation: 6:00 a.m. to 6:00 p.m., Monday through Sunday, except federal holidays or emergencies.

• Contractor Equipment: Must be reported for air emissions inventory. Equipment used for chipping/grinding must be CARB registered. All equipment must be cleaned to prevent the spread of invasive plant seeds and diseases.

• Government-Furnished Property: None. Contractor provides all necessary equipment and labor.

• Government-Furnished Services: Initial medical treatment for life-threatening emergencies is provided by the government; contractor must reimburse for further treatment.

• Biologist Services: Subcontracting a qualified biologist for bird surveys is required for work during nesting season (Feb 15 - Aug 15).
