This is a combined synopsis/solicitation for commercial items, issued as a Request for Proposals (RFP) under Solicitation Number CT2381-26. The government is procuring fabric materials through a five-year, fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contract will include an Economic Price Adjustment (EPA) clause.

• The solicitation requires various types of fabric, including cotton/polyester blends (twill and poplin) in different weights (4.5 oz and 7.5 oz) and colors (red, wine, khaki, OD, sage green, teal green, orange, white, C/B).

• Specific technical requirements for each fabric include width (64" cutable with tolerance), weight per square yard (+/- 5%), put-up on a 2 1/2" diameter tube, and adherence to ASTM D-3780 standards.

• Vendor-Managed Inventory (VMI) is required at the supplier's location, and Consignment Inventory is required at FCI Oakdale.

• A Certificate of Conformance (COC) is required for all shipments.

• The Buy American Act (BAA) requirements are incorporated.

• Contract Type: Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ)

• Period of Performance: Five years (one base year and four option years).

• Estimated Quantity: 8,220,000 yards (not-to-exceed).

• Guaranteed Minimum Quantity: 50,000 yards.

• FOB Destination prices.

• Proposal Submission Deadline: Tuesday, March 31, 2026, at 2:00 PM EST.

• Questions Deadline: Tuesday, March 17, 2026, by close of business.

• Questions must be submitted in writing via email to renee.stancil@usdoj.gov.

• Emailed proposals are accepted; offerors are responsible for confirming receipt.

• Offers must be held firm for 60 calendar days from the proposal closing date.

• Evaluation Factors: Non-price factors (Vendor-Managed Inventory/Consignment Inventory Plan, ability to meet specifications) are significantly more important than price. Past performance is also a key factor.

• This requirement is a 100% Small Business Set-Aside.

• The small business size standard is 1,000 employees.

• The Non-Manufacturer Rule applies.

• All required documents for proposal submission are listed in Part IV.

• Offerors must register in SAM.gov.

• The solicitation number is CT2381-26.

Vendors must complete and submit this form to receive payments via Automated Clearing House (ACH). It requires providing company details, business type, tax identification, and banking information. Enrollment in SAM is a mandatory federal requirement for award management.

Bidders responding to opportunities from the Department of Justice, UNICOR, Federal Prison Industries may be required to complete and submit this form as part of their proposal package to allow the government to assess their financial responsibility.

It is intended to collect recent and relevant information about offerors' past contracts and subcontracts to demonstrate their ability to perform the proposed effort.

• Contract Number: Field to enter the contract number.
• Contractor Information: Name, address, zip code, telephone number, and email address.
• Type of Contract & Dollar Value: Fields to specify the contract type and its dollar value.
• Date of Award & Date Completed: Fields for contract award and completion dates.
• Status: If not completed, a field to provide status.
• Type/Extent of Subcontracting: Information on subcontracting activities.
• Complexity of Product/Service: Description of the complexity involved.
• Percentage of work completed by your company: To indicate the extent of the offeror's direct involvement.
• Description of supply/service(s) provided: Details on the nature of the work, location, company name, and its relevancy.
• Contact Person Information: Name, address, telephone number, email, position, and company name of a contact person who can speak to the offeror's performance.

Offerors are required to complete this questionnaire with information from the last 3 years concerning contracts and subcontracts. This information will be used to demonstrate their capability to perform the proposed effort. The form may be duplicated if multiple contract references are needed.
