Rationale & Submission
The sole-source justification (J&A) states that Sikorsky is the OEM and holds all rights to the technical data, specifications, and drawings for these complex items. The Government does not possess the rights to manufacture them, and an Acquisition Method Code (AMC) of 3 has been assigned. Market research and comparison with previous purchases will be used for fair and reasonable price determination.
