All containers must be made of steel per ASTM-A36-19 and adhere to rigorous specifications including detailed dimensions, welding requirements (AWS D1.1/D1.1M:2020), painting methods (AMERCOAT 235), cleanliness standards, and comprehensive load testing for safety hoist rings and lifting lugs (NAVSEA T9074-AS-GIB-010/271 REV 1). Serialization is required for each container.

Submission & Evaluation
Offers must be submitted via email. Vendors must be registered in the System for Award Management (SAM). Quotes will be evaluated based on Technical Acceptability, Adherence to Schedule, and Lowest Price Technically Acceptable. Failure to include pricing for all line items may result in rejection. Award may prioritize adherence to schedule and/or soonest mobilization.
Special Requirements & Notes
- Data Requirements: Extensive data items are required per Exhibit A (DD Form 1423), including Certificates of Compliance, Visual Test Certifications, Magnetic Particle Tests, Load Proof Test Certifications, and Material Safety Data Sheets.
