• ITEM 6: POWER TAKEOFF, TRANS (P/N: H-83756) - Quantity: 25 EA
• ITEM 7: MOTOR, ALTERNATING CURRENT (P/N: A96508600) - Quantity: 25 EA
• ITEM 8: GEAR, SPUR (P/N: S490340004) - Quantity: 25 EA
• ITEM 9: DISK, CLUTCH, NONVEHICULAR (P/N: H-83757) - Quantity: 25 EA

All items require individual packaging in accordance with MILSTD-2073-1E, Method 10, with specified cushioning and bracing. Marking must be IAW MIL-STD-129R and barcoded IAW ISO/IEC-16388-2007, Code 39 symbology. Substitutions require a Specification Sheet for evaluation.

• Contract Type: Firm Fixed Price Purchase Order.

• Payment Terms: NET 30, in accordance with FAR 52.232-25 Prompt Payment.

• Evaluation Criteria: Best Value, considering completeness of requirement, required timeframe, and price.

• Submission: Submit quotation. All vendors must have an active SAM.Gov registration or proof of submitted registration.

• Delivery Deadline: All deliveries are required by 08/18/2026.

• Shipping: FOB DESTINATION REQUIRED. Delivery address: U.S. Coast Guard Surface Forces Logistics Center, 2401 Hawkins Point Road, Receiving Room- BLDG 88, Baltimore, MD, 21226. Deliveries accepted Monday-Friday, 7:00 AM - 1:00 PM.

• Invoicing: Must be entered and processed through https://www.ipp.gov. Invoices must include CG Purchase Order number, vendor’s invoice number, cage number, PO item number, description, unit prices, and extended totals. Shipping costs must be a separate line item.

• All responsible sources may submit a quotation.

• Vendors must have active SAM.Gov registration or proof of submission.

• Solicitation provisions and clauses are current through Federal Acquisition Circular (FAC) 2024-05, dated 22 May 2024.

Justification for Other Than Full and Open Competition

This document justifies restricting competition for the purchase of various parts from Harken Inc. for the U.S. Coast Guard's 47' MLB assets. The justification is based on the "Brand Name" type, indicating that the specific brand name, product, or feature is essential to the Government's requirements, and market research suggests that other companies' similar products or products lacking the particular feature cannot meet the agency's needs.

• The technical data for the Harken Inc. parts is unavailable, making an accurate assessment of equal or alternate equipment difficult.
• The parts are critical for the currently installed systems on the 47' MLB.
• Attempting to manufacture or procure these parts without Original Equipment Manufacturer (OEM) data, drawings, specifications, or test procedures could lead to significant mission degradation.
