This document is a Brand Name Justification for soliciting from a single source for supplies over the micro-purchase threshold but not exceeding the simplified acquisition threshold, in accordance with FAR 13.106-1.

• Supplies Required: NuTrace R+ Scanners (12 EA) and Shipping and Handling (1 EA).
• Intended Use: To supplement and expand existing inventory of NuTrace R+ 2D scanners for surgical instrumentation assembly within the Southern Nevada Healthcare System.
• Reason for Single Source: The NuTrace branded scanner is required to ensure compatibility and continuity with existing equipment. Alternative brands would necessitate new scanner and equipment procurement, creating significant additional costs and requiring additional personnel training.
• Market Research: A sources sought was published on SAM.gov, with limited responses. A second sources sought identified a potential alternative (SR-X Series reader) that is not compatible with existing equipment and software and is not on the approved VA technical reference model list.
• Contracting Officer's Certification: The purchase is approved as a single source acquisition.

Solicitation / RFP / RFQ

• Offers will be evaluated based on Technical (completeness of quote, description, part number, manufacturer, and distributor letter) and Price (fairness and reasonableness).

• The Government intends to award a contract without discussions.

• This acquisition is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• Offerors must be certified SDVOSBs listed in the SBA certification database.

• Specific limitations on subcontracting apply to SDVOSBs.

• The solicitation incorporates FAR clauses by reference, including 52.212-1, 52.212-3, and 52.212-4.

• Specific clauses related to DEI, security prohibitions, gray market/counterfeit items, and electronic submission of payment requests are included.
