Justification
This action is pursued on a sole-source basis under 10 U.S.C. 3204 (a)(1) / FAR Subpart 6.302-1, citing "Only One Responsible Source." Numalliance is identified as the sole designer, developer, integrator, and Original Equipment Manufacturer (OEM) of the VB-25 Tube Bender. The Government does not own, and Numalliance will not sell, the required technical data, and no authorized distributors possess the ability to meet the technical data requirements.
