Performance Work Statement (PWS)

• Crew Resource Management/Threat and Error Management (CRM/TEM): Integration of CRM/TEM skills into classroom and simulator training, with a focus on Mission Analysis, Situational Awareness, Communication, Risk Management/Decision Making, Crew/Flight Coordination, Task Management, Threat Identification and Mitigation, Error Recognition and Mitigation, and Undesired State identification and recovery.

• Mission Oriented Simulator Training (MOST): Realistic, operationally based simulator scenarios.

• The contractor must provide FAA-certified simulators (Level C or better for B747-200, Level D or better for B747-8i) operational 100% of the time.

• Instructors must be FAA certified and possess at least one year of instructor experience on type.

• The COR shall receive no more than one validated student complaint concerning the quality of instruction per training quarter for all training types.

• Contractor instructors must participate in all required simulator training when a second pilot or FE is required.

• Period of Performance: Five-year ordering period with a six-month extension of services option.

• Place of Performance: Contractor's facility within the continental United States.

• Training center and instructors must be certified IAW 14 CFR Part 142.
