Purpose of Notice
This combined RFI/SSN is for market research and planning purposes only (FAR Part 10; FAR 15.201). Responses will inform decisions under FAR Part 19 regarding small business set-asides (e.g., the Rule of Two). Scope of Work
The DEA Houston Field Division requires comprehensive services for seized vehicles and Official Government Vehicles (OGV). The Statement of Work (SOW) details requirements for:
- Facility Location & Requirements: Vendor must maintain indoor and outdoor storage facilities within 100 road miles of DEA Houston offices, with indoor and outdoor facilities located within 10 road miles of each other. Facilities must accommodate 25-45 Category 1 vehicles (indoor) and 25-45 Category 2, 3, and 4 vehicles (outdoor). Security measures include alarm systems, 24-hour video surveillance, perimeter fencing, and 24-hour manned security.
- Towing Services: Roadside tows within 45-90 minutes and station tows within 24 hours. Vehicles may be towed to locations within 150 road miles.
- Vehicle Handling: Inspection, inventory, condition recording, government ID marking, and digital photos within 3 days of receipt.
- Storage: Orderly and clean indoor/outdoor storage, controlling environmental conditions.
- Maintenance: Monthly for Category 1 and 2 vehicles (tire pressure, fluids, engine start, fuel additive). Weekly for large vehicles.
- Disposal: Disposal of Category 4 vehicles to licensed salvage/scrap dealers within 30 days of notification.
- Special Requirements: Includes specific insurance minimums (e.g., Workman's Compensation $100,000/incident, General Public Liability $200,000/person), confidentiality of seizure/forfeiture information, and prohibition of vendor/employee bidding on government property.
