• Cybersecurity: Cybersecurity Maturity Model Certification (CMMC) Level 2 is required, verified by a Certified Third-Party Assessment Organization (C3PAO).

• Packaging: DLA Packaging Requirements for Procurement (RP001) apply.

• Technical Requirements: Incorporates technical and/or quality requirements from the DLA Master List of Technical and Quality Requirements. Specific clauses include:

  • Tailored Higher Level Contract Quality Requirements (RQ001)
  • Configuration Change Management (RQ002)
  • Inspection and Acceptance at Origin (RQ009)
  • Removal of Government Identification (RQ011)
  • Measuring and Test Equipment (RT001)
  • Physical Identification/Bare Item Marking (RQ017)

• Chemical Restrictions: Class I ozone-depleting chemicals are prohibited.

• Testing: Requires Government Source Inspection with a First Article Test (FAT) requirement. DCMA is the First Article Approval Authority. An alternative to vehicle installation for FAT is permitted using an approved frame assembly rig, requiring drawing approval by DCAMO within 90 days of award.

• Sampling: Sampling methods in accordance with MIL-STD-1916 or ASQ H1331, or comparable zero-based plans. Specific verification levels and AQLs are defined for critical, major, and minor attributes.

• Drawings: Several reference drawings are listed with their respective revision numbers and dates, including Basic Drawing NR 19207 12420281.

• Full and open competition applies.

• Offerors and their sources of supply must have approved JCP certification and DLA approval for export-controlled data access.

• DFARS 252.225-7048 is applicable.
