The Department of the Army, through ACC-RI, is conducting a Sources Sought to identify vendors capable of providing a Vendor Managed Inventory (VMI) System for Tool & Fixture hardware and steel at the Rock Island Arsenal – Joint Manufacturing and Technology Center (RIA-JMTC) in Rock Island, IL. This VMI system will optimize supply chain performance for the Tool Design division. Responses are due by May 22, 2026.

Scope of Work

The selected vendor will be responsible for purchasing and maintaining a minimum/maximum supply of specified items (detailed in Attachment 0001) at RIA-JMTC. This includes providing, installing, stocking, and maintaining vendor-supplied cabinets/bins/shelving, as well as stocking and maintaining designated Government-owned racks. The VMI system requires regular inventory reviews, removal of damaged/outdated goods, and restocking to predetermined levels. Operations are 24/7, excluding Federal Holidays or facility closures.

Performance Standards

Key performance standards include maintaining stock levels per Attachment 0001, 24-hour replenishment for depleted stock, and 12-hour response/24-hour on-site replenishment for emergency requests. The vendor must provide Weekly Stocking Reports (CDRL0001), Bi-Weekly Consumption Reports (CDRL0002), and a "Road Map" (CDRL0003) detailing item placement. Defective products must be replaced within 3 days.

Submission Requirements

Interested vendors must submit a capability statement reflecting their ability to adhere to the Performance Work Statement (PWS). Pricing will NOT be accepted at this time, as Attachment 0001 is subject to revisions. The awardee must comply with the Buy American Act and related clauses.

Special Requirements

Compliance with RIA installation security requirements (background checks, RAMP, Anti-Terrorism Level I training) and safety regulations (OSHA, ASTM, PPE) is mandatory. Vending machines/cabinets must be functional, suitable for heavy usage, fit within a 20FT x 50FT room, and feature electronic access control and monitoring. Connectivity should use cellular modems or HTTPS/port 443, avoiding Government network switches. Invoicing will be via DFAS through Wide Area Workflow (WAWF) monthly. RIA-JMTC assumes ownership of items when taken from cabinets/racks.
