Vendor Managed Inventory System (VMI) for Tool & Fixture - RIA JMTC

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide and maintain tool and fixture making hardware using a Vendor Managed Inventory (VMI) system to support the Rock Island Arsenal – Joint Manufacturing and Technology Center (RIA-JMTC) Tool Design division.

• Vendor will purchase and maintain a minimum/maximum supply of specified items (Attachment 0001) at RIA-JMTC using a VMI system.

• Items will be placed in vendor-supplied cabinets/bins/shelving and designated Government-owned racks.

• Vendor is responsible for providing, installing, stocking, and maintaining cabinets/bins/shelving (which remain vendor property).

• Vendor will also stock and maintain Government-owned racks.

• The scope includes resupply through regular inventory reviews, removal of damaged/outdated goods, and restocking to predetermined levels.

• Vendor must maintain minimum/maximum stock levels as per Attachment 0001.

• Replenishment of stock must occur within 24 hours of depletion before a scheduled visit.

• Emergency/expedited service requests require a 12-hour response and 24-hour on-site presence/replenishment.

• Vendor must provide a Weekly Stocking Report (CDRL0001) and a Bi-Weekly Consumption Report (CDRL0002) electronically to the COR.

• A "Road Map" (CDRL0003) detailing item placement is required.

• Quality inspections will be performed by RIA-JMTC.

• Defective/non-conforming products must be replaced within 3 days.

• Period of Performance (POP): Five (5) years from contract date, including a 60-day phase-in period.

• Contract Type: Indefinite Delivery / Indefinite Quantity (IDIQ) with five (5) one-year periods of performance.

• Place of Performance: Rock Island Arsenal – Joint Manufacturing and Technology Center (RIA-JMTC), specifically 4th floor Bldg. 220.

• Operations: 24 hours a day, 7 days a week basis (excluding Federal Holidays or facility closures).

• Security: Compliance with RIA installation security requirements, including background checks, RAMP participation, and Anti-Terrorism Level I training.

• Safety: Compliance with fire prevention, industry regulations, national standards (OSHA, ASTM, ASME, ANSI, NFPA, ISO), and environmental regulations (no ODCs, VOC compliant materials). Personal Protective Equipment (PPE) such as steel-toed shoes, long pants, and safety glasses are required.

• Vending Machines/Cabinets: Must be functional, capable of dispensing hardware, and suitable for heavy usage. Must fit within a 20FT x 50FT room. Electronic access control and monitoring are required. Connectivity must not use Government network switches or internet; cellular modems are an option. Data access via HTTPS, port 443 is preferred.

• Invoicing: Via Defense Finance and Accounting (DFAS) through Wide Area Workflow (WAWF) on a monthly basis, including supporting documentation.

• Ownership: RIA-JMTC assumes ownership when items are taken from cabinets/racks.
