Justification

As the Original Equipment Manufacturer (OEM), L3Harris ForceX Inc. holds proprietary rights to Venom's software design and associated data, with the Government possessing only limited data rights. The Government has determined that L3Harris ForceX Inc. is the only source possessing the necessary knowledge, technical capability, and technical data package (TDP) required for the technical support and configuration management of the F-5F+/N+ mission system and software.
