Request for Information (RFI)

This RFI is issued by the Department of the Air Force, 502D Contracting Squadron, Joint Base San Antonio, for market research purposes regarding Ventilation Cleaning Services. The government is seeking to identify contractors capable of providing these services, as detailed in the attached Statement of Work (SOW) and Building Layout. Responses are strictly voluntary and will be used for information and planning purposes only. This RFI does not constitute a Request for Quotation (RFQ) and no contract award is anticipated at this time.

• Voluntary: Responses are strictly voluntary.

• No Pricing: Do not submit pricing information.

• Market Research: This RFI is solely for market research to identify potential sources.

• No Solicitation: No Request for Quotation (RFQ) exists; do not request a copy of the solicitation.

• Questions: Bidders are asked to answer specific questions regarding interest, capability, previous supply experience, sourcing from small businesses, and estimated delivery times.

• Response Method: Submit completed RFI via email to 2nd Lt. Jalisa Brown (jalisa.brown.1@us.af.mil) and Belinda Tindal (belinda.tindal.1@us.af.mil).

• Deadline: Responses must be received no later than Tuesday, May 19, 2026, at 10:00 a.m. Central Daylight Time (CDT).

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform cleaning of the CATM ventilation system in Building 950 at JBSA-Lackland, adhering to National Air Duct Cleaners Association standards.

• Clean mold, mildew, and remove bacteria odors from ventilation systems.

• Clean 100% of odor and disease-causing organisms on non-porous and hard surfaces.

• Use appropriate chemicals for fiberglass duct board and porous duct surfaces if necessary.

• Clean vents and returns in 21 offices, 4 restrooms, 1 breakroom, 1 great hall, and common hallways.

• Specific areas include rooms 201A, 201B, 203, 204, 207A, 207B, 212A, 212B, 213, the great hall, breakroom, and associated restrooms.

• Includes cleaning of 119 register/vent openings, 87 small air returns, and 280 linear feet of 1st-floor trunk lines.

• Work involves detaching registers, cleaning registers, accessing and cleaning ductwork, and re-attaching registers.

• Clean common hallway registers and returns.

• Remove 100% of odor and disease-causing organisms.

• Utilize HEPA filtration (99.97% efficiency at 0.3 micron) for vacuum collection equipment exhausting within the building.

• Maintain continuous negative pressure in cleaned HVAC components.

• Verify negative pressure at representative locations.

• Prevent cross-contamination by properly containing contaminated materials.

• Employ HEPA-filtered air scrubbers for supplemental air cleaning, providing a minimum of four (4) air changes per hour.

• Strict adherence to manufacturer's instructions for cleaning agents and chemicals.

• Location: Building 950, JBSA-Lackland, San Antonio, TX 78236.

• Work hours: 3:00 p.m. - 10:00 p.m., Monday through Friday, excluding Federal holidays. Work may be permitted on holidays/weekends or earlier hours at government option.

• Contractor must conduct a site survey.

• Work must be performed after duty hours or on weekends if necessary.

• Government will move tables and equipment; occupants must evacuate for at least one hour post-application.

• Government will ensure a representative is present during work.

• Contractor responsible for off-loading, delivery, installation, and disposal of materials.

• Contractor must protect service entrance and flooring.

• Maintain work areas in a neat, clean, and safe condition.

• Provide and install temporary signage/barriers as needed.

• Remove all trash, debris, and refuse daily.

• Coordinate material storage with Mr. Timothy Donelson.

• Contractor must remove all packaging materials from JBSA Lackland.

• Return facility to its original state and repair any damage caused.

• Designate an on-site project manager (Site POC).

• All data managed IAW AF Records Management procedures.
