Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) describes the engineering services required to provide support for the Versatile Diagnostic Automatic Test Station (VDATS) testers. The primary goal is to include obsolescence monitoring and forecasting to sustain the VDATS testers.

• Provide engineering services for VDATS testers (NSNs: 4920-01-553-0693, 4920-01-553-1534, 4920-01-663-3117KV, 4920-01-663-3118KV).

• Implement and manage a Diminishing Manufacturing Sources and Material Shortages (DMSMS) program.

• Conduct proactive monitoring of VDATS components for obsolescence.

• Perform risk and impact analysis for identified obsolescence issues.

• Operate and maintain a DMSMS case management system.

• Research and propose resolution strategies for obsolescence issues.

• Provide quarterly DMSMS health analysis reports.

• Quality of Contractor Data Requirements List (CDRL) deliverables: No more than one (1) rejection of any single deliverable, and no more than a total of one (1) rejection per quarter. Rejected deliverables must be corrected and resubmitted within five (5) business days.

• Receipt of CDRL deliverables: Submit via Multi-user ECP Automated Review System (MEARS). No more than one (1) late receipt per quarter. Notify Government of potential delays and negotiate revised dates.

• Quality Management System (QMS): 100% compliance required.

• Period of Performance (PoP): One (1) 12-month basic period with two (2) 12-month options.

• Place of Performance: Contractor's facility.

• Government Furnished Information (GFI) will be provided.

• No Government Furnished Property (GFP), Material (GFM), or Equipment (GFE) will be provided.

• Contractor is responsible for all equipment, materials, and facilities.

• Security Requirements: Personnel must comply with security regulations, OPSEC, COMSEC, and may require a Common Access Card (CAC). Security clearance is not generally expected.

• Environmental Management System (EMS): Compliance with EMS requirements is necessary.

• Agency Affirmative Procurement Programs: Compliance with EPA and USDA standards for designated products.

• Safety Requirements: Compliance with all safety, health, and fire standards, including mishap notification and reporting procedures.

• No travel is required or authorized.

Solicitation / RFP / RFQ

This document is a Letter Request for Proposal (FPR) for Versatile Diagnostic Automatic Test Station (VDATS) Engineering Services. It is intended as a follow-on effort to the ATSA-I Awardee Pool and is being issued under solicitation FA8533-26-R-0028.

• Proposals are requested for VDATS Engineering Services based on the PWS dated 13 May 2026.

• The proposal must include an elemental cost breakdown and a Basis of Estimate (BOE) for labor hours, materials, and rates.

• A working Excel spreadsheet with formulas is required for the main negotiation spreadsheet.

• Certified cost or pricing data is required for proposals exceeding $2,500,000.00.

• CDRLs (Contract Data Requirements Lists) A003, B003, and C004 will be exercised as required and will not be funded at initial award.

• The effort is anticipated to be awarded as a follow-on contract.

• CLINs to be utilized include 0001-0002, 1001-1002, 2001-2002, A001-A004, B001-B004, and C001-C004.

• Proposals are due no later than 13 JULY 2026, at 4:00 PM EST.

• Proposal format, instructions to offerors, and evaluation factors for award are detailed in Attachment A.

• This request is directed to the ATSA-I Awardee Pool.

• Funds are not presently available for this effort, and no award will be made until funds are available. The Government reserves the right to cancel the solicitation.
