This Statement of Work (SOW) outlines the requirements for the furnishment, installation, operator training, and warranty of a Vertical Lift Module (VLM) at Tobyhanna Army Depot (TYAD), Pennsylvania. The VLM is intended to improve the accuracy, timeliness, and security of materiel storage and distribution, thereby enhancing operational efficiency, workplace safety, and inventory management.

• Provide, deliver, install, and provide operator training and warranty for one Vertical Lift Module (VLM).

• The VLM is an automated storage and retrieval system (AS/RS) designed for high-density storage of small to medium-sized items, saving floor space and reducing manual labor.

• Functions: Automated storage and retrieval, "goods-to-person" principle, tray-based storage, order picking.

• Storage Capacity: Up to 200,000 small objects (specific dimensions and weight), utilizing vertical height.

• Performance Requirements:

  • Minimum Total Unit Load (Unit Capacity): 150,000 lbs.
  • Minimum Unit Capacity (minus Dead Weight): 140,000 lbs.
  • Payload (Max Tray Capacity x Qty.): 40,000 lbs.
  • Gross Load: 50,000 lbs.
  • Minimum Vertical Lifting Speed (@ 100% load): 120 ft./min.
  • Minimum Horizontal Extractor Speed: 20 in./sec.

• Physical Characteristics: VLM size not to exceed 15.14' wide by 10.3' deep by 28' height.

• Installation: Contractor provides all necessary rental equipment; electrical connections are not provided by the contractor unless noted.

• Warranty: Two (2) Year Product Warranty (full parts and labor).

• Training: Operator training provided at Tobyhanna, PA, during installation.

• Delivery Schedule: Project completion 16 weeks after receipt of order, including delivery, training, and installation.

• Ship To: Tobyhanna Army Depot, 11 Hap Arnold Blvd., Tobyhanna PA 18466.

• Place of Performance: Tobyhanna Army Depot (TYAD), Pennsylvania.

• Brand Name or Equal: Kardex Shuttle XP Vertical Lift, Model HD-500 or equivalent.

• Security: Extensive security requirements for on-site personnel, including background checks, training (AT Level I, iWATCH, OPSEC), and identification verification. Specific procedures for non-resident/non-immigrant aliens.

• Environmental & Safety: Compliance with numerous environmental regulations including Air Pollution Control, Asbestos, Hazardous Materials, Recycling, Waste Disposal, Water Quality, Noise, Ozone Depleting Substances, Paints, Pest Management, and PCBs.

• Other: ISO 14001 compliance, Migratory Bird Protection, Endangered Species Act compliance, Emergency/Spills reporting, Energy Efficiency standards, Erosion and Sedimentation Control, and Net Zero Water practices.

• Carrier Appointment System (CAS): Required for deliveries of W25G1V material to Central Receiving, ASRS, 1C6, or SW310Z material to Warehouse 7, Bay 5. Carriers must register for CAS, a process taking approximately 2-3 weeks. Appointments can be scheduled 24 hours in advance up to two weeks out.
• Exemptions from CAS: UPS and FedEx Small Parcel carriers are exempt.
• Shipping and Receiving Hours: Monday-Friday, 0730 to 1500 hours (excluding Federal Holidays).
• Vehicle Entry: Multi-axle vehicles must use the TYAD Truck gate on Squire Street (M-F, 0730-1530). Standard-sized vehicles (under 10 feet height) can use the Main gate but require a visitor and vehicle pass from the Security Office, Building 20.
• Required Documentation for Drivers: Valid vehicle insurance, registration, driver's license, bill of lading/purchase order detailing contractor name, contact information, goods, and delivery location.

• Email Submissions: Only electronic proposals are accepted via email to the contract specialist. Emails must not exceed 9MB and should be marked sequentially if multiple emails are sent. Offerors are responsible for confirming receipt.
• Payment Terms: NET 30 Days via Combination (COMBO) Invoice & Receiving Report submitted through WAWF (now PIIE.eb.mil).
