This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information. The U.S. Geological Survey (USGS) requires vessel charter services and fuel for sediment sampling operations within coastal waters adjacent to the Humboldt Bay entrance in Eureka, CA. The proposed action will be awarded in accordance with FAR 12 (Acquisition of Commercial Products and Commercial Services) and FAR 13 (Simplified Acquisition Procedures).

• Vessel Charter: Lease or rental of a vessel suitable for marine and scientific operations.

• Fuel: Provision of fuel for the chartered vessel.

• Sediment Sampling: Collection of 120 grab samples in water depths between 45 and 70 feet in spring 2026, and 80 grab samples in fall 2026.

• Water Property Casts: Several water property casts are required within the study area.

• Vessel Specifications: The vessel must be U.S. Coast Guard licensed, seaworthy, at least 40 feet overall length, with a cruising speed of at least 7 knots. It must accommodate up to 4 USGS personnel, have an A-frame or davit with 6ft clearance, a winch with SWL of 1000lbs and 200ft wire, and be capable of holding position within 10 meters of waypoints for up to 10 minutes.

• Captain Experience: Proof of U.S. Coast Guard license and description of captain's experience.

• Insurance: Marine and general public liability insurance with specified minimum limits.

• Period of Performance: Approximately April 1, 2026, to December 31, 2026.

• Unique Entity Identification (UEI) number must be submitted with the quote.
