Purpose & Overview
This combined synopsis/solicitation, prepared in accordance with FAR Subpart 12.6, seeks commercial items for marine and scientific operations. The USGS requires a chartered vessel and fuel for sediment sampling and water property casts. The contract will be awarded under FAR 12 (Acquisition of Commercial Products and Commercial Services) and FAR 13 (Simplified Acquisition Procedures).
Key Requirements / Deliverables
- Vessel Charter: Lease of a U.S. Coast Guard licensed, seaworthy vessel, at least 40 feet overall length, with a cruising speed of at least 7 knots.
- Capacity: Must accommodate up to 4 USGS personnel.
- Equipment: Vessel must have an A-frame or davit with 6ft clearance, a winch with a Safe Working Load (SWL) of 1000lbs and 200ft wire.
- Positioning: Capable of holding position within 10 meters of waypoints for up to 10 minutes.
- Sampling Operations: Collection of 120 grab samples in spring 2026 and 80 grab samples in fall 2026, in water depths between 45 and 70 feet. Several water property casts are also required.
- Fuel: Provision of fuel for the chartered vessel.
- Personnel: Proof of U.S. Coast Guard license and description of the captain's experience.
- Insurance: Marine and general public liability insurance with specified minimum limits.
