Vessel Monitoring System (VMS) for NMFS OLE PID

Statement of Need

This document outlines the government's need for Vessel Monitoring System (VMS) transceiver hardware for the Office of Law Enforcement (OLE) Pacific Islands Division (PID). The purpose is to support the OLE's mission of enforcing laws, regulations, and conservation measures for living marine resources through a sustainable, life-cycle replacement plan for at-sea-deployed VMS hardware.

The OLE PID requires VMS units that are type-approved by NMFS, WCPFC, and PIFSC. These units must be capable of transmitting hourly position reports to OLE and the WCPFC VMS, and daily electronic logbook (e-logbook) data reports to PIFSC. The procurement includes the VMS unit, antenna(s) with cable, water sealant, power cable/converter/conditioner, mounting brackets, and other necessary accessories. Additionally, the units must support input and communication of PIFSC-approved electronic forms data via an Android OS tablet for e-logbook requirements.

The contract is structured as a Blanket Purchase Agreement (BPA) with an estimated 30 units per year for 5 years. The Period of Performance (PoP) is as follows:

• Base Year: 7/1/2026 – 6/30/2027
• Option Year 1: 7/1/2027 – 6/30/2028
• Option Year 2: 7/1/2028 – 6/30/2029
• Option Year 3: 7/1/2029 – 6/30/2030
• Option Year 4: 7/1/2030 – 6/30/2031

Delivery is to OLE PID at NOAA-IRC/NMFS/OLE, 1845 Wasp Boulevard, Building 176, Honolulu, Hawaii 96818.

• Base Year: 30 units
• Option Years 1-4: 30 units each year
• Optional: 5 extra units may be purchased each year starting from Option Year 1.

Delivery is required within six (6) calendar weeks of the first Call Order for the base year, and within six weeks of issuing each Call Order for option years.

• VMS unit model must be listed on the NOAA Fisheries type-approved VMS units list and the WCPFC approved list.
• VMS unit model must be approved by PIFSC for transmission of e-logbook data.
• Units must be type-approved by NMFS AND WCPFC AND PIFSC.
• Proven capability to transmit required data via the VMS unit to each system (NMFS, WCPFC, and PIFSC).
• Includes transceiver unit, antenna(s), antenna cable (min 45 ft), water sealant, power cable (min 15 ft)/converter/conditioner, mounting brackets, and accessories.
• Must support input and communication of PIFSC-approved electronic forms data (on an Android OS tablet) meeting PIFSC e-logbook requirements.

Solicitation / RFP / RFQ

This solicitation is a Request for Quote (RFQ) for a Blanket Purchase Agreement (BPA) to procure Vessel Monitoring System (VMS) Units for the National Marine Fisheries Service (NMFS), Office of Law Enforcement (OLE). The acquisition is a 100% small business set-aside.

• The primary requirement is for VMS transceiver hardware.

• The Statement of Need (SON) details the specific requirements for the VMS units.

• The contract will be a Firm-Fixed-Price (FFP) BPA with a Single Award Call Order.

• The estimated total value of the BPA is $450,000.00.

• The North American Industry Classification System (NAICS) code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical and Nautical System and Instrument Manufacturing) with a size standard of 1,250.

• The Period of Performance for the BPA is July 1, 2026, through June 30, 2031.

• Individual call orders may have different NAICS codes, but 334511 applies to the life of the BPA.

• The dollar limitation for each individual call order shall not exceed $100.00.

• Quotes are due by Tuesday, May 5th at 5:00 p.m. Eastern Time.

• Quotes must be submitted electronically to Kristen Picariello (kristen.picariello@noaa.gov) and Monica Cowdrey (monica.cowdrey@noaa.gov).

• Questions are due by Thursday, April 23rd at 2:00 p.m. Eastern Time.

• Quotes must include pricing for all Contract Line Items (CLINs) on SF1449.

• The evaluation will prioritize Technical Acceptability over Price.

• Technical Acceptability will be evaluated holistically with ratings of High, Some, or Low Confidence.

• Price Reasonableness will be evaluated for completeness and fairness.

• The quote validity period is 60 days from the date of quote submission.

• This acquisition is a 100% small business set-aside.

• The BPA will be administered by the Western Acquisition Division (WAD) - NMFS Boulder Branch.

• Delivery and Shipment Instructions are provided, with acceptance at NOAA-IRC/NMFS/OLE in Honolulu, Hawaii.

• Invoices must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP) System.

• The contract includes various FAR and CAR clauses, including those related to small business concerns, subcontracting, and protest procedures.
