Purpose & Scope
The objective is to obtain a fully crewed, mission-capable offshore vessel for underway, multi-domain maritime training in an open ocean environment. The vessel will support integrated training operations including:
- Maritime law enforcement or security operations training
- Personnel transfer and tactical boarding scenarios
- Small boat launch and recovery operations
- Rotary-wing and/or Unmanned Aerial System (UAS) integration
- Command and control (C2) operations
- Personnel berthing and sustainment
Key Requirements
The required vessel must be:
- U.S. Flagged, Jones Act compliant, certified under USCG Subchapter I (Oceans), and SOLAS compliant.
- A multi-purpose offshore support vessel or equivalent, 200-250 ft LOA, ~44 ft beam, ~13 ft draft.
- Capable of safe operations in Pacific offshore conditions, with a minimum range of 7,200 NM at 12 knots.
- Feature suitable freeboard for ladder access from small boats and a hull configuration for safe approach.
- Equipped with a helicopter-capable deck (min. 60x60 ft clear area, 50 ft vertical clearance).
- Provide climate-controlled accommodations, sanitary facilities, galley/messing, and basic medical support.
- Powered by twin engines (
1,500 HP each), a bow thruster (490 HP), and an operating speed of ~12 knots. - Include a minimum 20-ton crane and multiple hydraulic winches.
- Crew must have experience supporting military and law enforcement training exercises, trained in damage control, emergency evacuations, and first aid.
