Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for providing a target vessel to conduct day/night pierside training. The training includes Close Quarters Combat (CQC) tactics with Simmunitions, CBRNE scenarios, tactical combat casualty care (TCCC), medical scenarios, mission planning, Hook & Climb Insertion, and FAST Rope operations.

• Provide a target vessel for tactical training.

• The vessel must be at least 120 feet in length.

• The vessel must have at least a 12-foot by 12-foot open area deck space.

• A minimum of 15 feet of freeboard is required for hook and climb maneuvers.

• The vessel must be capable of transiting a minimum of 10 nautical miles offshore for underway training.

• The deck space must be free of superstructures, antennas, or other obstacles to minimize risk to aircraft and the assault team.

• A flat freeboard with no obstructions for climbers is required; no lips or protrusions from the hull that run the length of the ship are permitted.

• The vessel must accommodate approximately 35 passengers (safety observers, evaluators, training positions).

• The vessel must have multiple internal spaces configurable to resemble a passenger ferry, including a Bridge, Engine Room, Machinery Room, and Passenger Seating.

• The Coast Guard Team will deploy members via small boat to hook a ladder and climb the vessel's side.

• Protrusions or lips on the hull would make hook and climb operations impractical and unsafe.

• CG Members require full access to the ship for realistic Team Movement.

• Simmunitions use is permitted in most interior and exterior spaces.

• Training Dates (Pierside):

  • March 10: 0800-1600 (Bold Horizon)
  • April 08: 0800-1600 (Bold Horizon)

• Vessel specifications as detailed above.

• Ability to support CQC, CBRNE, TCCC, and other tactical training scenarios.
