Statement of Requirement (SOR)

To procure one (1) Audiology Vestibular Testing Rotary Chair with Videonystagmography (VNG) option, including air caloric addition, computer, monitor, ocular motor stimulus, and software for the Naval Medical Center Camp Lejeune (NMCCL) Audiology Department.

• Procure a stationary, electrically hardwired Vestibular Rotary Chair system.

• The system must evaluate and identify inner ear and neurological balance disorders.

• Includes labor, installation, and one day of on-site training.

• Requires removal and disposal of the current Neuro-Kinetics Chair/System.

• Rotational Motion System: RCS-365 missile-grade torque motor, capable of 400°/sec maximum angular velocity and 1200°/sec² maximum acceleration.

• Tilt System: Dual-axis tilt (LARP/RALP) with ±45° max tilt angle.

• Eye Tracking System: I-Portal® Infrared Video-Oculography (VOG) with 100 Hz standard sampling rate (250 Hz high-speed mode).

• Visual Stimulus Display: VR-style integrated headset with 1440 x 2560 per eye resolution.

• Patient Accommodation: Up to 400 lbs weight capacity, compatible with pediatric use.

• Safety Systems: 5-point harness, adjustable head holder, leg stabilization, emergency stop, real-time monitoring camera, and two-way audio.

• Software Platform: Standalone, SQL database with encrypted storage, capable of exporting data in PDF/CSV/HL7 formats. Supports 40+ pre-programmed and customizable protocols.

• User Interface: Industrial touchscreen workstation with secure OTA updates.

• Voltage: 208v, Triple Phase (Phase 3).

• Electrical Service: 20A fused disconnect, L15-30R receptacle within 3ft of console, hardwired.

• Room Size: Minimum 17ft x 11ft.

• Equipment must be new, sourced directly from the Original Equipment Manufacturer (OEM) or an authorized dealer/distributor.

• Vendor must provide documentation verifying authorized status upon request.

• Vendor is responsible for all preventive maintenance and service during the warranty period using OEM-approved parts and tools.

• Standard OEM warranty required.

• The unit must operate as a standalone device, not integrated with any internal government network.

• Data export via CD-ROM in PDF format.

• Remote viewing via dedicated offline station or secure media transfer.

• No Authorization to Operate (ATO) is required as it's standalone.

• Delivery Location: Naval Medical Center Camp Lejeune, NC.

• Delivery Timeline: Within 60 days after contract award.

• Installation: Within 5 business days of delivery.

• Coordination: Vendor must coordinate dates 48 hours in advance.

• Acceptance: Government has 10 business days post-installation and training for inspection and acceptance.

• Base Access: Strict personnel and vehicle identification requirements apply for base access.

This solicitation is for the procurement of a Vestibular Testing Rotary Chair for the Naval Medical Center Camp Lejeune, NC. The acquisition is for commercial, non-personal services and will result in a Firm Fixed-Price contract.

  • Award will be made to the lowest-priced quote among those determined to be Technically Acceptable.
