Veterans History Project Anniversary Film

Scope of Work

The selected contractor will be responsible for the full production lifecycle of the documentary, trailer, and sizzle reels. Key deliverables include:

• Developing a comprehensive video concept, script, and project plan.
• Filming up to twelve interviews and conducting up to three site visits.
• Utilizing primary source materials from VHP's archive and original footage.
• Creating publicity and marketing materials, including pitch decks.
• Actively marketing and distributing the video and trailer to various commercial and streaming media outlets.
• Ensuring all productions adhere to industry standard specifications for format, compression, resolution, and include ADA-compliant captioning.
• The content must reflect the Library of Congress's non-partisan perspective and align with the VHP's 25-year history.

Contract Details

• Contract Type: Firm-Fixed-Price.
• Period of Performance: The base period runs from May 1, 2026, to October 30, 2026. Optional periods for Distribution/Placement and Data Analytics/Reporting are from September 1, 2026, to December 30, 2026.
• Set-Aside: Unrestricted Competition.
• Product/Service Code: T006 (Film/Video Tape Production Services).

• Proposals Due: March 20, 2026, at 12:00 PM EST.
• Questions Due: March 6, 2026, at 12:00 PM EST.
• Submission: Electronically to jzwa@loc.gov and jacmiller@loc.gov. The RFQ number (030ADV26Q0054) must be in the subject line. Maximum file size is 20MB.
• Proposal Content: Must include solicitation number, business name, mailing address, telephone number, SAM UEI, and primary point of contact information.
• Format: Microsoft Office or Adobe, 8.5x11 pages, single-spaced, 1-inch margins, 12-point font, submitted as separate volumes.
• Evaluation: Award will be based on a Best Value Trade-Off (BVTO), with factors evaluated in descending order of importance: Technical Proposal, Corporate Experience, Video Samples, Past Performance, and Price.
• Notes: Offerors must be registered in SAM. The Library reserves the right to award without communications. Attachments include a Past Performance Questionnaire (J-1) and a Price Schedule (J-2).
