Purpose & Scope

DEVCOM CBC TASD requires veterinary services for the proper care, use, and humane treatment of laboratory animals, supporting intramural scientists and the Animal Care and Use Program. Services include veterinary medicine, animal care and husbandry, technical support, data management, sanitation, equipment maintenance, animal transportation, and logistical support for toxicological research. The program operates under strict legal and ethical oversight, adhering to AAALAC accreditation standards and over fifty Standing Operating Procedures (SOPs).

Key Requirements & Capabilities

Respondents should demonstrate corporate experience in veterinary services consistent with DEVCOM CBC policy, IACUC, and AAALAC standards. Specific capabilities sought include:

  • Providing Board-certified DVMs (ACLAM) and AALAS-certified Laboratory Animal Caretakers/Veterinary Technicians.
  • Experience in government/university research environments.
  • Familiarity with key animal care regulations (e.g., Guide for the Care and Use of Laboratory Animals, PHS Policy, Army Regulation 40-33, DoD Instruction 3216.01).
  • Experience in protocol review, SOPs, collaboration with investigators, and handling classified protocols.
  • Ability to provide substitute personnel, weekend/holiday coverage, and 24/7 emergency availability.
  • Experience with surgical procedures, surgical suite maintenance, and operating animal care equipment.
  • Personnel and facility SECRET security clearances are required, along with compliance with a DD Form 254.
  • Adherence to CMMC Level 2 for CUI/Controlled Technical Information.
  • An approved Property Management System and compliance with the Service Contract Act.

  • Accounting & Purchasing Systems: DCAA-approved accounting system and DFARS 252.244-7998 compliant purchasing system.
