Pursuant to 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements", NAVAIR awarded an Undefintized Contract Action (UCA) delivery order N00019-26-F-1016 13 January 2026 under Basic Ordering Agreement (BOA) N00019-23-G-0002 to Sikorsky Aircraft Corporation (SAC), a Lockheed Martin company on an other than full and open competition basis. Certificate of Urgency (COU) approved 16 December 2025 authorizes the undefinitized procurement for the VH-92A®Patriot® engine torque limiter removal test and certification. In accordance with the COU, this effort will be definitized no later than 30 June 2026. Sikorsky is the only known source with the knowledge, experience, expertise, and the necessary proprietary technical data required to perform this effort.
