This is a Solicitation for a subcontract with an estimated period of performance from May 4, 2026, to May 3, 2031, including a base year and four option years. The North American Industry Classification System (NAICS) code is 811310 (Maintenance, Repair And Rebuilding Of Equipment: Instruments And Laboratory Equipment), with a small business size standard of $12.5 Million. This acquisition is unrestricted and contains no set-aside provisions.
Submission & Evaluation
Proposals are due by May 1, 2026, at 5:00 PM CST, and must be submitted via email to smercil@fnal.gov. Proposals should be in two parts: Technical and Pricing. Award will be made to the responsible offeror whose proposal represents the "best value" based on a Tradeoff evaluation process, considering technical factors (Experience, Technical Support and Emergency Response, Key Personnel) and price. Offerors must acknowledge all amendments.
Key Requirements & Compliance
Bidders must comply with stringent Environment, Safety, and Health (ES&H) requirements, including federal regulations (29 CFR 1910, 10 CFR 851) and Fermilab-specific safety policies (OSHA, LOTO, PPE). Subcontractors must provide their own sensors, gateways, PLC, and SCADA systems.
